Dr. Nathaniel Dunlap, Jr. founded the PRF Teaching Ministry and serves as the Chairman of the Board and the Executive Director of the PRF Institute. Dunlap earned his Doctor of Ministry degree in Theories and Practices of Conflict Transformation from New York Theological Seminary. He also graduated from Virginia State University, (BISAdministration of Justice), Columbus State University (MPAJustice Administration), and Columbia Theological Seminary (MATSEthics). Dunlap is the published author of Dont Leave Me Like This: Inspiration to Leave a Legacy and his leadership experience includes overseeing 100,000 students through the U.S. Army Personal Financial Management Course (Fort Benning, GA). As a wartime veteran, Dr. Dunlap served as an enlisted and commissioned officer on both active duty and in the Georgia Army National Guard. Earl Martin Phalen was appointed as a Director of the PRF Teaching Ministry in 2017, after serving over two years on our Advisory Council. Director Phalen holds a Juris Doctor degree from Harvard Law School. He also is a graduate and accomplished collegiate athlete from Yale University (BAPolitical Science). Mr. Phalen is the Founder/CEO of the George and Veronica Phalen Leadership Academies (PLA), a nationally recognized network of 20 charter schools serving over 10,000 scholars in Indiana and around the country. As a proven educational leader, Phalen also founded Summer Advantage USA in 2009 and The B.E.L.L. Foundation (Building Educated Leaders for Life) Foundation in 1992. Lieutenant Commander Shatara J.
