Performs difficult advanced technical work providing direction and oversight in the administration and enforcement of County land use, building, and environmental protection ordinances and codes. Work involves setting policies and goals under the general direction of the Planning and Zoning Administrator. Continuous supervision is exercised over personnel within the department.
Assists in the day-to-day administration and enforcement of the programs, ordinances, and policies in the Planning & Zoning Department.
Uses independent judgment providing supervision and leadership to personnel under position’s span of control; makes and participates in decisions on matters of hiring, transfer, suspension, layoff, recall, promotion, discharge, assignment, reward, adjusting grievances or disciplining employees under position’s span of control; sets goals and objectives for others to work towards and monitors performance; creates and maintains a positive work environment fostering effective performance of staff.
Assists in the establishment, monitoring, and review of Department and County policies and procedures regarding planning, zoning, and feedlot issues; interprets County, State, and Federal administrative policies and procedures.
Investigates Planning and Zoning related complaints filed with the County by members of the general public and attends public hearings to address questions and present staff policy recommendations. Responds to questions and addresses/resolves unusual or unique planning and zoning situations and complaints made by building owners, contractors, architects and engineers.
Assists the Planning and Zoning Administrator with reviewing and tracking departmental progress on organizational goals and priorities and providing reports to the County Board and County Administrator.
Manages, interprets, implements, and updates the County’s Land Use Plan; reviews progress on organizational goals and priorities and provides reports to the County Board; supervises preparation of zoning maps, land use plan maps and other maps and visual aids; oversees the data resources regarding population and development trends in the County.
Reviews publications or public use of relevant information, forms, records, or reports; assists with the review of permits to ensure that proper staff have reviewed and signed documents; responds to legal matters and confers with the County Attorney regarding legal aspects of Department operations and administration.
Acts as Department Head designee for County Board meetings, Department Head Leadership meetings, County Committee Meetings, and in daily decision making when directed by the Planning and Zoning Administrator.
Assists with the management of the Department budget and provides direction in development of Department operating budgets for the next cycle.
Assists with other Planning & Zoning Department activities, including oversight of the preparation, submittal, and monitoring of Environmental Assessment Worksheets.
