Job Summary:

Under the direction of the Purchasing Agent Performs entry-level purchasing administrative and technical assistance work. Work involves administrative tasks associated in the support of County procurement processes within a financial program (knowledge of general ledger, asset tracking, processing requisitions, and auction of surplus/salvage assets)

Duties/Responsibilities:

• Reviews submitted forms, reports for completeness and accuracy.

• Screens telephone calls and greets visitors to the department; and routes calls and directs visitors to appropriate staff.
• Answers basic questions and resolves routine issues related to the financial management program.
• Assembles, organizes, and tabulates data.
• Enters, updates, and retrieves information from various automated, financial, and/or fixed asset systems.
• May recommend modification of forms or records.
• Reviews, edits, and reconciles discrepancies in reports, purchase orders, correspondence, summaries, manuals, vouchers, requisitions, records, and other related forms.
• Files and maintains supplies, forms, records, and reports for tracking counts as needed for any bid as required.
• Daily processes requisitions by checking account balance, verifying correct accounting budget, and correct bid/pricing proposal pricing and enters data into database.
• Assists in processing forms for surplus property and fixed asset programs. Works with staff and Purchasing Agent to ensure completeness and accuracy of submitted information.
• Assists with the compliance of the Purchasing Card Program
• Assists in the setup, updates and maintenance of all the Annual Bids/Proposals in the Microsoft Excel spreadsheets in an organized and trackable format.
• Evaluates Prices, recommends best value, and authorizes purchase orders.
• May assist in organizing training classes and new hire orientation.
• May set appointments and maintain the calendar schedule for conference rooms in Annex II
• Process vendor applications
• In absence of the receptionist clerk, assist with the front desk duties
• Any other duties as assigned

Required Skills/Abilities:

• Skill in oral and written communication, using a computer and financial software applications, and handling multiple tasks and prioritizing. Skill in the use of a computer and office equipment.
• Ability to prepare and maintain records, files, and reports; to make arithmetic computations; and to communicate effectively.
• Beginner to intermediate knowledge of Microsoft Office & Excel with a solid understanding of the basics.
• Knowledge of the principles and practices of financial management.
• Ability to maintain confidential and sensitive information and to communicate effectively.
• Bilingual preferred but not required.

Experience and Education:

Experience in financial administrative and technical assistance work. Graduation from a standard senior high school or equivalent supplemented by courses in financial management is generally preferred. Experience and education may be substituted for one another.

Physical Requirements:

• Essential duties require the following physical skills and work environment: Ability to stand, walk, kneel, crouch, stoop, squat, twist, and climb.
