    Job Description



    This position serves as the financial outreach analyst to compile information and support the unit in the preparation and submission of Financial Outreach related Act 51 statistical, analytical, and statutory required reports to management on a weekly, monthly, quarterly, and annual basis. The duties of this position include the research, collection, and submission of Act 51 financial and analytical reports; preparation and distribution of monthly Michigan Transportation Fund (MTF) revenues to Michigan’s counties, cities, and villages; and coordination of Act 51 training modules for counties, cities, and villages. This position provides outreach and system support to local forms of government and internal partners in an effort to compile data for various reports. Examples of summary reports include monthly Act 51 Financial Reports of MTF revenues and distributions for management and local units of government review. This position is responsible for the coordination of meetings, cross training, and knowledge transfer assignments for related Financial Outreach deliverables in addition to providing as needed support for other unit tasks and responsibilities.


    The "Salary" listed above is a range that reflects the minimum rate at the entry (9) level through the maximum rate at the experienced (P11) level. Based on education and experience, candidates will be reviewed to determine what level they are qualified for.

    Required Education and Experience

    Education for Financial Analyst 9-P11

    Possession of a bachelor's degree in any major with at least 12 semester (18 term) credits in one or a combination of the following: accounting, finance, or economics.

    Experience for Financial Analyst 9-P11

    No specific type or amount is required.

    Financial Analyst 10

    One year of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst 9.

    Financial Analyst P11

    Two years of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst, including one year equivalent to a Financial Analyst 10.

    Education and Experience for Financial Analyst (Departmental Trainee) 9 (FOR CLASSIFIED STATE EMPLOYEES ONLY)

    Educational level typically acquired through completion of high school and two years of experience as an Accounting Technician E9 and/or 10, Account Examiner E10 and/or 11, Account Examiner Supervisor 12, or Office Supervisor 9-10 (with the bookkeeping subclass code); or, one year of experience as an Account Examiner Supervisor 13, or Office Supervisor 11-12 (with the bookkeeping subclass code).

    College credits may be substituted on a proportional basis (one year of college education may substitute for one quarter of the required experience) for up to one half of the required experience.

    Vacation and Sick Leave: Eligible full-time employees receive between 15 and 35 personal days and 13 sick days per year that may be rolled over to the following year if not used. Eligible employees also receive an additional day each year for community service or school functions.

    Paid Parental Leave: Eligible employees can take 12 weeks of paid leave immediately after a birth or adoption to allow needed time together at home with a new child.

    Paid Holidays: Eligible employees receive 13 or 14 paid holidays each year including New Year’s Eve and Day, Martin Luther King Jr. Day, Presidents’ Day, Memorial Day, Juneteenth, the Fourth of July, Labor Day, Election Day, Veterans Day, Thanksgiving, Thanksgiving Friday, Christmas Eve and Day.

    Military Pay Differential: Employees in the guard or reserves may also qualify for supplemental pay benefits if miliary pay during qualifying duty is less than normal state pay.
