Accounting Manager manages multiple accounting functions and operations such as general ledger, accounts payable, accounts receivable, revenue, asset, cost, and tax accounting. Implements accounting policies and procedures that adhere to governmental financial and tax regulations and comply with GAAP and IFRS standards. Being an Accounting Manager oversees monthly, quarterly, and annual accounting close processes and reporting. Evaluates accounting processes and systems and implements optimizations. Additionally, Accounting Manager develops and directs accounting professionals and support staff. Requires a bachelor's degree in accounting or finance. May require Certified Public Accountant (CPA) credentials. Typically reports to a director or head of a unit/department. The Accounting Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be an Accounting Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.   • This position is a responsible, highly technical and professional position with responsibilities relating to assisting with the overall administration of the financial accounting and reporting functions of the City. This position works closely with and reports to the Assistant Finance Director.ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Overall supervision of all Accounting Staff. Direct supervision of Fiscal Operations Supervisors. 2. Assure the accuracy and completeness of all accounting functions for the City, including areas of capital assets, general accounting, payroll, accounts receivable, accounts payable, treasury management, grants, audit and implementation of all GASBs, 3. Assure compliance with applicable laws and regulations, such as IRS Regulations, Florida Statutes, and GASB Pronouncements. 4. Responsible for final review and posting of all General Journal entries to ensure closing the monthly books in a timely manner. 5. Responsible for monthly account reconciliations and developing reports. 6. Complete all year-end closing activities, up to and including the audit and review of finalACFR. 7. Assist with developing and meeting department performance measures. 8. Attend FGFOA and GFOA meetings, webinars, etc to keep up to date with all GASB, State, and Federal requirement changes affecting the City. **Perform any other related duties as required or assigned**EDUCATION AND EXPERIENCE Graduation from an accredited college or university with a Bachelor’s degree in accounting or finance ; Master's degree preferred in Accounting, MBA, or related field A minimum of ten years work experience in the governmental accounting area. Must possess advanced computer skills and the ability to create complex analysis using software applications. REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS Must possess a valid Florida Driver's License with an acceptable driving record.RESPONSIBILITY FOR FUNDS, PROPERTY and EQUIPMENT Annual Budget: $1 Billion SUPERVISORY RESPONSIBILITIES This position will directly supervise 2 employees. This position may indirectly supervise 9 employees. MATHEMATICAL SKILLS Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area circumference, and volume. Ability to apply concepts such as fractions, ratios, and proportions to practical situations. CRITICAL THINKING SKILLS Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret and extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. SUPERVISION RECEIVED Under direction where a definite objective is set up and the employee PLANS AND ARRANGES OWN WORK, referring only unusual cases to supervisor. MENTAL DEMAND INTENSE; Operation requiring sustained directed thinking to analyze, solve, or plan highly variable, administrative, professional, or technical tasks involving complex problems or mechanisms. USE OF MACHINES, EQUIPMENT AND/OR COMPUTER Regular use of complex machines and equipment (desktop/laptop computer and software, road and production machines and equipment, etc.) ACCURACY Probably errors would normally not be detected in succeeding operations and could possibly affect organization-patron relationship, involve re-work, or additional expenditures in order to properly resolve the error. PUBLIC CONTACT Occasional routine contacts with persons outside the organization. This would include contacts with suppliers, mail service, etc. EMPLOYEE CONTACT Contact with other departments or offices and also frequently with individuals in middle level positions; consulting on problems that necessitate judgment and tact, plus frequent contact with senior level internal officials.
