Supervise regular and temporary staff; plans, coordinates, assigns and reviews work of individuals and the team; evaluates training needs and provides instruction; schedules staff vacations and approves sick leave; recommends discipline, disciplinary actions, discharge and salary increases; approves timesheets; interviews candidates; conducts employee performance evaluations; and establishes and promotes employee morale. Organizes, prioritizes and assigns work; creates and distributes employee work schedules ensuring adequate coverage and control; ensures subordinates have the proper resources needed to complete assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex or problem situations and provide technical expertise; trains and instructs employees regarding operational procedures and proper use of equipment; assists with revising procedure manuals as appropriate; and provides progress and activity reports to manager. Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individual; and initiates any actions necessary to correct deviations or violations. Serves as liaison between the assigned department/division and other departments/divisions, staff members, County officials, the public, community leaders, outside agencies, or other individuals or organizations; distributes and receives routine and complex information; interacts with various officials and dignitaries involving sensitive client relations; distributes information and documentation to division/department personnel as appropriate. Coordinates human resource function for the department; serves as liaison to County Human Resources department; posts job openings and participates in hiring processes; prepares new employee paperwork; processes documentation pertaining to personnel/payroll functions; reviews timesheets for accuracy and research discrepancies; tracks accrued and used sick leave and vacation time; enters payroll data into computer; prepares personnel change forms; and maintains attendance records, confidential personnel/payroll files, employee rosters, certifications, background checks, and related records. Performs other related duties as required. Associate degree in administrative services, business or related field; supplemented by three years of experience providing administrative/clerical support in area of assignment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid South Carolina Driver's License.
