Payroll Clerk (Fiscal Technician) Position
Full Time; County of Lancaster (Lancaster Prison) - On Site
JOB SUMMARY
The incumbent serves as a Fiscal Technician with the Lancaster County Prison. This position performs clerical and accounting work that practices advanced skill level work as well as general accounting principles. This position is responsible for budgetary reporting and analysis on a weekly and/or monthly basis. Reporting provided by this position includes budget tracking for all department cost centers. The incumbent is responsible for bi-weekly payroll submission as well as timely resolution for all discrepancies. The position will approve purchase requisitions ensuring accuracy and availability of funding data. The position is responsible for bail related accounting that includes month bank statement reconciliation.
REPORTING RELATIONSHIPS
Reports to the Director of Administration, no supervisory responsibility.
ESSENTIAL JOB FUNCTIONS
1. Retrieve, distribute and maintain reoccurring reports related to budget and payroll for all cost centers.
2. Enter bi-weekly payroll for approximately 235 bargaining unit employees and approximately 55 non-bargaining unit employees.
3. Research and reconcile payroll deficiencies in a timely manner
4. Review and approve purchasing requisitions to ensure funding code and cost center are correct in addition to the availability of funds.
5. Receipt accounts payable purchases and services to assist in budgetary tracking
6. Utilizing reoccurring financial database reports, maintain and distribute tracking for both revenue and expenses.
7. Identify areas of concern pertaining to budget and provide a timely resolution.
8. Assist in review and preparation of annual budget
9. Reconciles/audits, petty cash, ledger and prepare for reimbursement.
10. Maintain a working knowledge of County personnel policies as well as current Collective Bargaining Unit Agreement.
11. Work directly with all levels of internal supervisory staff.
12. Track all Prison Escrow Account balances and expenditures.
13. Complete all inmate bail transactions to include, daily bail account cash deposits and daily bail account checks.
14. Reconcile monthly banking statements.
15. Develop and maintain a working relationship with both Human Resources and the County Controller's Office.
16. Serve as a source for all areas within essential job functions.
17. Assist in other areas as needed.
OTHER SPECIFIC TASKS OR DUTIES
1. Complete special projects and reports as requested.
2. Assist with other business office functions as needed.
3. Manage all Payroll related records consistent with record retention compliance.
4. Serve as main Purchasing Clerk back-up
5. Receipt accounts payable items to assist in budgetary tracking
6. Complete all other duties assigned
MINIMUM QUALIFICATIONS
1. Associate degree in business administration, management, accounting, or related field or:
2. Two (2) years of experience in accounting/finance, and payroll submission or:
3. Any equivalent combination of education, experience and training that provides the required knowledge of skills and ability to perform the job.
4. Experience with PeopleSoft Financials and PeopleSoft HRMS Programs or HR Related database preferred
5. Proficiency with computers to include Microsoft Suite products
6. Prior experience with Collective Bargaining Units preferred
KNOWLEDGE, SKILLS AND ABILITIES
1. Good interpersonal communication skills.
2. Must be security conscious.
3. Ability to understand and follow detailed oral and written instructions
4. Advanced skills in Microsoft Office applications are needed to operate in a modern office environment
5. Ability to work with minimum supervision.
6. Possess the mathematical abilities used in analyzing accounts, and other financial information
7. Knowledge of Generally Accepted Accounting Principles (GAAP)
8. Must be extremely dependable and available to process payroll before deadline
9. Ability to quickly learn new skills and offer suggestions to maintain/ improve efficient operations using technology.
10. Other qualifications to the above that may be found acceptable and appropriate.
