    Department Context:

    The Senior Services Department provides services through the following programs: Nutrition, Homemaker/Choices, Senior Community Services Employment Program (SCSEP), Foster Grandparent Program (FGP), and Digital Literacy Programs.

    Position Overview:

    The Senior Services Director is responsible for overseeing all program aspects and addressing the needs of the elderly population. Reporting to the Executive Director, this role is crucial for ensuring effective service delivery and support for senior citizens.

    Key Responsibilities:

    Program Management and Supervision:
    Provide functional oversight of daily operations within the Senior Services Programs, including Nutrition, Homemaker/Choices, Senior Community Services Employment Program (SCSEP), Foster Grandparent Program (FGP), and Digital Literacy Programs.

    Policy and Procedure Compliance:
    Review and ensure compliance with program policies, procedures, contracts, and grants in collaboration with agency administrative staff.

    Record Maintenance and Audits:
    Maintain accurate and complete records for auditing and monitoring purposes, assisting with program audits as needed.

    Advocacy and Outreach:
    Act as an advocate for senior citizens, engaging in outreach activities to expand program reach and effectiveness.

    Collaboration with Key Agencies:
    Coordinate efforts with entities such as the Tennessee Commission on Aging, Area Agency on Aging, Child and Adult Care Food Program (CACFP), and United Way to optimize program initiatives.

    Reporting:
    Prepare and submit monthly and annual reports for local, state, and federal agencies, documenting program progress and compliance.

    Budgeting and Financial Oversight:
    Work with Agency fiscal staff to develop annual program budgets. Monitor receipts and expenditures, and ensure accurate financial tracking for each program.

    Grant Applications & Proposals: Prepare and submit program work plans, grant applications, and proposals to secure funding from appropriate sources. Ensure all documents meet the requirements of the funding agencies.

    Reporting & Compliance: Meet all program reporting requirements and deadlines, ensuring accuracy in documentation and compliance with funding sources.

    Staff Training and Support:
    Schedule and coordinate required training activities for program staff, supporting their professional growth.

    Relationship Building:
    Assist staff in building productive relationships with local, state, and federal agencies, service providers, and other stakeholders. Promote strategies that will build strong internal relationships among staff and agency administration.

    Encourage Open Communication

    Regular Check-Ins: Hold regular one-on-one and team meetings to discuss progress, challenges, and feedback.

    Open-Door Policy: Promote an open-door policy where staff feel comfortable approaching management with ideas or concerns. Invite input on potential solutions.

    Foster Team Collaboration

      • Cross-Department Projects: Encourage collaboration between programs to build camaraderie and understanding.
      • Team-Building Activities: Organize team-building activities to strengthen relationships and improve teamwork.

    Recognize Contributions

      • Celebrate Achievements: Acknowledge individual and team successes in meetings, newsletters, or through awards.
      • Peer Recognition Programs: Implement a system where staff can recognize each other's contributions.

    Encourage Professional Development

      • Training Opportunities: Provide access to training and professional development programs to empower staff.
      • Mentorship Programs: Establish mentorship opportunities to foster growth and relationship-building among staff.

    Create a Positive Work Environment

      • Inclusive Culture: Promote an inclusive culture where all voices are heard and valued.
      • Feedback Mechanisms: Implement anonymous feedback systems to gauge staff satisfaction and address concerns.

    Encourage Collaboration with Administration

      • Collaborate with Administrative Staff in planning and decision-making processes.
      • Share Resources: Make sure staff are aware of the administrative resources available to support their work.

    Promote a Culture of Feedback

      • Regular Performance Reviews: Implement constructive performance reviews that encourage dialogue and growth.
      • Solicit Input on Processes: Regularly ask for staff input on internal processes and policies to foster a sense of ownership.

    Facilitate Conflict Resolution

      • Open Dialogue: Encourage staff to address conflicts directly and constructively.
      • Mediation Resources: Provide access to mediation or conflict resolution resources when needed.

    Additional Duties:

    • Other Responsibilities: Attend relevant meetings and training sessions as necessary and perform related duties as requested to support the overall mission and goals of the agency.

    Required Qualifications & Skills:

    Education & Experience:

    • Bachelor's Degree: Graduation from an accredited four-year college or university with a degree in Business Administration, Public Administration, or a related field.
    • Experience: Experience in managing social service programs, including staff supervision, program implementation, and budget development and administration is required. Five to ten years of relevant work experience may be accepted as a substitute for a Bachelor's degree.

    Technical Skills & Knowledge:

    • Gerontology Services Expertise: In-depth understanding of senior service programs, encompassing eligibility criteria, financial reporting standards, program record management, and auditing processes.
    • Grants & Funding Knowledge: Thorough understanding of federal, state, and local initiatives, funding opportunities, and program compliance regulations.
    • Financial Management: Strong ability to prepare and monitor program budgets, evaluate expenditures, and ensure financial accountability.

    Leadership & Decision-Making Skills:

    • Staff Supervision: Proven ability to lead, organize, and direct a large team of support employees, ensuring efficient program operations and staff development.
    • Effective Decision-Making: Ability to make timely and appropriate decisions regarding client assistance and program operations, adhering to established guidelines and policies.
    • Operational Policy Development: Strong capacity to interpret regulations and develop effective policies and procedures that promote program compliance and efficient service delivery.

    Communication & Community Outreach:

    • Oral and Written Communication: Ability to express complex ideas clearly and effectively, both verbally and in writing, to board members and various stakeholders, including staff, program participants, and community leaders.
    • Community Advocacy & Awareness: Demonstrated ability to promote community support and awareness of the department's programs and services.

    Organizational & Analytical Skills:

    • Time Management: Ability to prioritize tasks and manage time efficiently to meet reporting requirements and deadlines.
    • Data Analysis: Proficiency in interpreting statistical information and preparing insightful reports for internal and external stakeholders.

    Additional Skills:

    • Technical Proficiency: Strong knowledge of Microsoft Office applications, including word processing, spreadsheet applications, and database management.
    • Driver's License: Possession of a valid Tennessee driver's license and the ability to be insured at standard vehicle liability rates.
    • Salary Range: $67,000 - $75,000
