The DC Office of Contracting and Procurement (OCP) provides contracting services for client agencies and offices in the District. The mission of OCP is to partner with vendors and District agencies to purchase quality goods and services in a timely manner and at a reasonable cost, while ensuring that all purchasing actions are conducted fairly and impartially. OCP manages the acquisition of over $5.7 billion in goods, services, and construction annually on behalf of 78 District agencies. OCP is powered by a diverse team of innovative professionals committed to helping our client agencies reach their goals and accomplish their missions. In addition to contracting and procurement services, OCP’s Surplus Property Division collects, manages, and reuses District-owned and federal surplus property.

    The Office of Contracting & Procurement supports the District with acquisition support services and may support positions in the following functions:

    Business Resources and Support Services provides a wide range of mission-critical services to OCP divisions and the agency’s customers. This division executes agency acquisitions, maintains facilities including risk management, and administers the OCP fleet management program. Further, this division manages the District’s property disposal program, and in collaboration with OCP’s Procurement Division, coordinates acquisition efforts during declared emergencies. This division includes the following two activities:

    • Surplus Property provides surplus property management, re-utilization, and disposal services to District agencies; and
    • Support Services provides agency acquisition services and facilities management; coordinates acquisition efforts during declared emergencies; manages transportation assets designated for District surplus activities; and administers OCP’s record management program.

    Duties and Responsibilities

    Incumbent performs wide range of activities which include developing and maintaining strategic plans; Defining current and future administrative, financial and management environments; and establishing metrics to measure and evaluate systems performance. Performs root-cause analyses of administrative, financial and management processes to identity needs for change. Conducts fact-finding, documentation of facts and analysis of existing programs and their performance to identify current problems and makes recommendations to remedy these problems to the supervisor.

    Researches and investigates new or improved administrative, financial and management practices for application to OCP programs and operations. Investigates the causes of project roadblocks and other scheduling problems and takes corrective actions. Discusses problems with technical and functional personnel, system engineers and vendors. Performs needs analyses to define opportunities for new or improved administrative, financial and management process solution. Consults with customer to identify and specify requirements.

    Qualifications and Education

    Applicants must have at least one ( 1) year of specialized experience equivalent to the CS-12 grade level, or its non-District equivalent. Examples of specialized experience include experience in analyzing and evaluating work related to program/project management; experience conducting studies and analyses of program/project objectives, policies, actual or potential problem areas and other management concerns that affect the ability of management to achieve a successful mission; planning and proposing methods for acquiring the type of information needed to ensure the agency's management programs/projects are improved.

    Graduation from an accredited four-year college or university with a bachelor's degree is preferred.

    This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
