This is a new role for the City of Louisville. This role will primarily support the water treatment, wastewater treatment, and other public work teams. This person will act as a liaison between IT, Public Works, and the application vendors. We anticipate this role to be 50% office based and 50% fieldwork. Examples of fieldwork areas are: wastewater treatment plants, on the side of the road, and in other challenging and sometimes loud and smelly environments. Ideal Candidates Will Have:

Extensive Technical Knowledge: A background in public utilities (not required but a huge plus) and strong background supporting various highly complex, security intense applications. Strong understanding of SQL database administration and solid data reporting skills (preferably SSRS, Crystal Reports, and Power BI).

Project Management Experience: Experience managing support projects, coordinating with cross-functional teams, and ensuring timely delivery of solutions within scope and budget.

Examples of Duties
- Position will serve as the coordinator of the on-going support, installation, and maintenance of the SCADA Supervisory Control and Data Acquisition (SCADA) solution for Water and Wastewater. Applications include but are not limited to the Rockwell suite, Iconics Suite, Win 911, and Hach Wims applications.

This position will serve as a member of the project teams for the implementation and support of other public works projects.

In addition to the SCADA Systems the Utilities Application Support Specialist will work with Public Works staff and IT on other projects and support. Examples might include Lucity Asset Management, ICOM Sanitary Sewer Software, Bomgar Remote login, Set Flow Cellular metering and more.

Responsible for maintaining vendor support and coordinating support escalation procedures for City and IT Staff.

Conduct regular security audits and assessments to identify vulnerabilities, assess risks, and implement appropriate security controls to mitigate potential threats and ensure compliance with industry regulations and standards.

Administer the roles, permissions, security, user settings, and other authentication systems in all Public Works application software.

Understand and support the complex configuration in the system for all Public Works Water/Wastewater Applications.

Work with business units to define and maintain application security and workflow.

Assist and serve as the IT point person for defining and writing SSRS, Power BI, & Crystal reports (some complex) for use by Public Works.

This position will write and maintain departmental reports as requested. This includes extracting and pulling data from various application databases, performing complex analysis, and providing advanced reporting support.

This work is usually performed through a variety of tools like Crystal Reports, SQL Server Management Studio, SQL Server Reporting Services, and application-based interfaces. A strong understanding of SQL for data querying and data manipulation is needed for this position.

Position will work with vendors to provide data for conversions and provide access to Programable Logic Controllers (PLC) vendors when needed for special projects and maintenance.

Provides hands-on support (applying patches, routine maintenance, and upgrades) and troubleshooting (error tracking and resolution) of applications to preserve and continuously improve the stability and availability of these systems. This requires the understanding of information technology infrastructure components like databases, networks, workstations, servers, firewalls, cloud computing.

Coordinates technical infrastructure requirements with other IT staff to optimize network and database operations.

Works with IT Staff and vendors to maintain optimization of database operations and business continuity (disaster recovery). Conducts and assists with system and recovery testing to ensure system integrity. Coordinates all enterprise application installations, patches, upgrades, and lifecycles with IT Staff and with stakeholder groups. Coordinates regular maintenance activities to keep servers and systems up-to-date and secure.

Assists with analyzing and understanding Public Works business processes and workflows to align and translate process and workflows with specific application best practice.

Develops and maintains application documentation and may assist with training materials.

May assist Application Support Specialist with user training when necessary.

Perform additional duties as assigned by the IT Director and Public Works Director.
OTHER DUTIES AND RESPONSIBILITIES

Be prepared to respond promptly to occasional after-hours and weekend emergencies, demonstrating flexibility and availability to address critical issues as they arise, ensuring continuity of service and minimal disruption to business operations.

Create and maintain a Public Works Application Service Catalog

Interact with Public Works and IT at all levels to assess and support Public Works applications.

Participate in annual IT & Public Works budgeting and planning related to applications and their infrastructure.

Partner and collaborate with other municipal and government agencies to assess application best practices.

Remain active and engaged in local and national application user and focus groups.

Supervise and coordinate pertinent vendor contracts and agreements.

Maintain a strategic plan for all application lifecycles.
General Qualifications
- Bachelor’s degree in information systems, computer science, business, engineering, or a directly related field. An equivalent combination of education and work experience may be considered as deemed appropriate by the City of Louisville.

Minimum of five-seven (5-7) years of experience with enterprise application support, including analysis, design, and implementation as well as intermediate to advanced administration experience with Microsoft SQL Server. SQL reporting (SSRS), Power BI and/or other forms of ad hoc reporting or specific report-writing software.

Must have project management experience and proven track record of completing projects on-time and within budget and scope.

Previous experience and involvement in a water/wastewater or other utilities department is a plus but not required.

Experience working on cross functional teams (both technical and non-technical) to produce successful application implementations is critical.

May assist with producing technical documentation and application specific training materials as well as training small groups of employees. Experience in training is a plus.

Relevant industry or technical certifications and/or coursework.

Self-starter, creative thinker with the ability to work independently and within a team, while maintaining a high level of accountability.

Proven track record of implementing and maintaining robust security measures to safeguard sensitive data and ensure the integrity, confidentiality, and availability of systems and applications.

PHYSICAL REQUIREMENTS OF THE JOB:
While performing the duties of this job, the employee is regularly required to use hands, fingers, handle, or feel tools or controls; read, speak and hear; and taste or smell. The employee frequently is required to stand; walk; sit; reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee must have the ability to climb up and down steep ladders and stairs. The employee is required to climb stairs to reach the top of, and climb down into wastewater storage tanks/vaults while performing their job.
WORK ENVIRONMENT:
The employee is frequently exposed to wet and/or humid conditions, moving mechanical parts, fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The employee is exposed to outside weather conditions and vibration. The noise level in the work environment is normally moderate but on occasion can be loud.
