Appraiser (Residential Real Estate) conducts residential real estate appraisals to establish the market value generally used for lending, insurance, or other purposes. Follows standard processes for conducting on-site property inspections, data collection, and research relevant market conditions required to perform valuations. Being an Appraiser (Residential Real Estate) investigates the quality of the construction, the overall condition of the property, and the surrounding location. Uses generally accepted appraisal practice concepts and practices to perform data analysis, develop valuation estimates, and write comprehensive reports and exhibits. Additionally, Appraiser (Residential Real Estate) utilizes appraisal software tools and databases. Ensures that reports comply with required policies, formats, and regulations. May require a bachelor's degree. May require the Member of the Appraisal Institute (SRA) or similar designation. Requires a State Appraiser License. Typically reports to a manager. The Appraiser (Residential Real Estate) occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function.     The City of Lansing is seeking a Lead Residential Appraiser to join a team of professionals within the Assessor's office. This position assists and oversees a team that is responsible for employing mass appraisal techniques as well as individual appraisals of residential property. If you have comprehensive knowledge of building types, basic construction components, knowledge of property tax laws, and possess OR are in the process of completing your Level 3 State MAAO (Michigan Advanced Assessing Officer) certification, we strongly encourage you to apply!     SPECIAL REQUIREMENTS & TRAINING: Failure to obtain or maintain job required qualifications will result in appropriate action consistent with the provision of the Appropriate Collective Bargaining Agreement or Personnel Rules.

    IDEAL CANDIDATES WILL POSSESS THE FOLLOWING:

    • Associate’s Degree; AND
    • At least one (1) year of experience as a residential appraiser in the public sector; AND
    • Must have a MAAO (Level 3) certification from the State of Michigan OR documented proof of actively working towards the certification.
    • Familiarity and experience with CAMA software, specifically BS&A software is highly preferred.
    • Experience in determining land values and economic condition factors, preferred.
    • Must possess a valid Driver’s License.
    ESSENTIAL POSITION FUNCTIONS INLCUDE BUT ARE NOT LIMITED TO:
    • Performs residential data collection by physically inspecting properties, which includes measuring, taking photographs, interviewing property owners to confirm data.
    • Determines, style, effective age, quality of construction (class) of residential buildings.
    • Performs site visits to verify building permit data.
    • Reviews sale information to determine accuracy in sale type, percentage transferred and other related information.
    • Responds to Michigan Tax Tribunal Small claims appeals and prepare valuation disclosure for presentation to the Tribunal and taxpayer.
    • Communicates with taxpayers or other persons in person, on the telephone or in writing in a knowledgeable and courteous manner to assist the taxpayer.
    • Assists with annual determination of land values and Economic Condition Factors.
    • Supervises neighborhood and citywide data collection and re-appraisal efforts.
    • Assists with training of residential appraisers.
