Assistant Budget Director

  • The Executive Office for Administration and Finance (A&F) executes fiscal and administrative policies to ensure the financial stability, efficiency, and effectiveness of state government. A&F develops, analyzes, and manages the Commonwealth’s financial planning and resource allocation activities, including the Governor’s annual budget submission to the Legislature. This is a fast-paced, high pressure environment. Successful candidates must be self-motivated and responsible team players, who are willing to work nights and weekends during peak budget periods.

    The Assistant Budget Director reports directly to the Budget Director and supervises a staff of Fiscal Policy Analysts. The Assistant Budget Director assists in developing, clarifying, and communicating A&F policies and objectives to analysts as well as state agencies; identifies, manages, and coordinates cross-agency or statewide projects; and manages special fiscal policy research assignments and coordinates research by analysts. The Assistant Budget Director also identifies and manages internal office projects and ongoing improvements and participates in the ongoing A&F recruiting campaign to attract a diverse workforce.

    The Assistant Budget Director has a leading strategic role within A&F and should, therefore, have exposure to state budgeting practices, evidence good communication skills, demonstrate sound judgment, and display the ability to serve as a mentor to analysts and others within A&F.

    The following are the preferred qualifications for this position:
    • strong interpersonal, managerial, and teamwork skills;
    • proven ability to manage multiple direct reports and competing priorities;
    • experience with A&F processes and the budget cycle;
    • ability to write and communicate clearly, comprehensively, and concisely;
    • self-management and the ability to work independently;
    • aptitude for creative thinking about cost-effective ways of providing services;
    • skills in quantitative policy development, analysis, and recommendation;
    • prowess in synthesizing complex policies into digestible communications with high-level stakeholders
    • interest in public service as demonstrated through education, work, or volunteer activities; and
    • willingness to work evenings and weekends during peak work cycles.
    Qualifications

    MINIMUM ENTRANCE REQUIREMENTS:

    Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

    I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

    II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

    III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.

    IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
