  • Duties

    This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework and remote work arrangements. The duty station of the selectee for this position can be anywhere in the Continental United States.

    • Serves as counsel for Agency senior leadership and the Office of Human Resources Management (OHRM) on complex and/or sensitive performance and conducts matters.
    • Serves as counsel for OHRM’s National Labor Relations Program.
    • Represents the Agency in the mediation of informal EEO complaints, meditations before EEOC, MSPB, and in civil actions.
    • Litigation experience in Federal sector employment law. The position requires litigating employment law cases before administrative forums, including the Equal Employment Opportunity Commission (EEOC), the Merit Systems Protection Board (MSPB), the Federal Labor Relations Authority (FLRA), the Office of Special Counsel (OSC), neutral arbitrators, and in federal court in conjunction with the Department of Justice (DOJ). The position also requires defending the agency in whistleblower retaliation cases.
    • Experience in advising the Office of Human Resources Management and advising on disciplinary and adverse action proposals and decisions, workforce policies, and other personnel related matters.
    • Experience in advising management officials on wide variety of matters including Title VII of the Civil Rights Act, the Rehabilitation Act.
    • Analytical, writing, organizational, and interpersonal communications skills, suitable for working successfully with policymakers and senior level officials.
    • Experience conducting complex legal research and analysis and drafting memoranda and presenting results to senior officials in a clear, precise, and persuasive manner.
    • Experience providing advice and assisting on complex labor issues, including, but not limited to the negotiability of management and union proposals; the review of collective bargaining agreements for legal sufficiency; the review of proposed policies for alignment with the CBA or relevant law; matters related to interpretation of the CBA, law, or agency policy.

    • Serve a one year probationary period, if required.
    • Undergo and pass a background investigation (Tier 2 investigation level).
    • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
    • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.

    The GS-15 salary range starts at $143,736 per year (based on Step 1, outside of locality pay areas) to $191,900 (includes locality pay). Locality pay will be determined once the duty location has been established.

    If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

    To qualify, you must possess all of the following:

    • Successful completion of a full course of study in a school of law accredited by the American Bar Association and possession of at least the initial professional law degree (J.D.);
    • Bar Membership: You must be an active member of the bar; in good standing of a State, a Territory of the United States, District of Columbia or Commonwealth of Puerto Rico; and
    • Experience: Applicant must have relevant legal experience as a licensed practicing attorney commensurate with the duties and responsibilities of the position, of which at least 5 years are specialized experience in the litigation of labor and personnel actions before the arbitrators on matters covered by the Agency’s Collective Bargaining Agreements (CBA), the Federal Labor Relations Authority (FLRA), Merit Systems Protection Board (MSPB), and Equal Employment Opportunity Commission (EEOC). Experience also includes providing support to the Department of Justice (DOJ) in connection with cases in Federal Courts. At least one year of this specialized experience must be equivalent to the GS-14 level in the Federal service as described above.

    Bargaining Unit Status: This position is ineligible for the bargaining unit.
