    GENERAL PURPOSE


    Under general policy direction, directs, plans, organizes and evaluates the work of the Treasury section; performs difficult and high-level treasury functions, including the investment and management of District cash and revenues; manages and participates in the issuance and administration of public debt; establishes and manages District banking relationships; and performs related duties as assigned.


    DISTINGUISHING CHARACTERISTICS

    Deputy Treasurer is responsible for developing, managing and carrying out the District's treasury functions, including the management and investment of cash, management of the District's investment portfolio in accordance with state law and District investment policies, management of the District's banking relationships and directs the management of the District's cash and debt. The incumbent is responsible for managing and participating in the District's bond and debt programs and for coordinating activities with teams of District representatives, independent financial advisors and legal counsel to achieve financing objectives.

    Deputy Treasurer is distinguished from other professional classes in the finance and accounting job family in that an employee in the former class is a fiduciary and performs specialized treasury functions, including managing and investing cash and revenues.

    Essential Duties and Responsibilities

    The following statements are intended to describe the general nature and level of work performed by people assigned to this classification. They are not intended to be an exhaustive list of all responsibilities, duties and skills required of personnel so classified.

    1. Plans, develops, implements and monitors work plans to achieve the department's mission, goals and performance measures; participates in developing and monitors performance against the department's annual budget; participates in developing, recommends and implements plans, policies, systems and procedures applicable to job responsibilities. May supervise and evaluate the work of assigned staff.

    2. Plans, organizes, directs and evaluates the performance of assigned staff, if any; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends merit increases and other rewards to recognize performance; recommends disciplinary action, up to and including termination, to address performance deficiencies, in accordance with the District's human resources Rules and Regulations, policies and labor contract provisions.

    3. Provides leadership and works with management, peers, and staff to create a high performance, service-oriented work environment that supports the District's mission, objectives and service expectations; provides leadership and participates in programs and activities that promote workplace diversity and a positive employee relations environment.

    4. Administers the District's investment portfolio; makes buy-sell investment decisions in accordance with District investment policy provisions; evaluates and monitors portfolio performance; using investment administration software, maintains and updates investment and portfolio records; monitors market and economic conditions; evaluates investment vehicles; generates monthly, quarterly, and annual treasury and portfolio reports; conducts research and recommends revisions to the District's investment policies; directs and monitors investment of cash to achieve investment policy goals for safety, liquidity and yield; performs daily cash management analyses; selects appropriate investment vehicles in accordance with established investment policies; works with brokers to execute trades and purchases in accordance with District policies, guidelines and procedures; develops monthly and annual investment and cash reports.

    5. Manages and participates in the District's debt financing programs; works with a team of Port managers, independent financial advisors and legal counsel to manage and execute all aspects of the bond sale process; prepares financial, economic and management information for official statements, bond agency rating analyses and presentations and annual financial reports; manages rating agency, bond insurer and investor relations; conducts investor and analyst presentations; manages ongoing communications plan; ensures compliance with arbitrage rebate regulations; oversees development of financial models to calculate liability; evaluates financial options to minimize liability.

    6. Recommends the implementation of new and modified debt management policies, procedures and objectives; ensures compliance with securities laws, federal tax code and state laws governing the issuance of debt.

    7. Manages the District's multiple banking relationships and administers agreements with banking institutions used by the District; executes wire transfers and transfers of funds between accounts to meet cash disbursement requirements; researches and resolves discrepancies and problems with banking transactions and charges; monitors the performance of banking service providers.

    8. Provides necessary authorizations, expertise, guidance and assistance to peers and staff in complex, sensitive or unusual situations; monitors and ensures that necessary internal controls are enforced and followed; ; monitors and maintains cash account and oversees cash flow tracking;

    9. Performs other treasury administrative functions to manage and safeguard the District's financial assets; issues Treasurer's Certificates; reviews and authorizes agenda sheets for fiscal impact; generates monthly accounting journals for investments; directs development of and writes, reviews and revises a wide variety of routine to complex reports, including quarterly management reports, monthly cash reports and other special reports; manages and oversees the maintenance of complete and accurate treasury records; reviews and maintains tenant letters of credit.

    10. Keeps abreast of developments related to investments, banking and other financial matters; evaluates impacts on District operations and investment and financial programs; recommends policy and procedural improvements; participates in professional groups and meetings with brokers and bankers to stay abreast of matters affecting assigned areas of responsibility.

    11. Oversees and provides guidance for the interpretation and compliance with Board policy for transfer of funds within or between appropriated items in the budget. Makes recommendations for policy updates.

    12. Develops, executes, and monitors working capital management strategy.

    13. Oversees liquidity management and ensures compliance with regulatory requirements.

    14. Manages escrow accounts as required.

    15. Manages financial risk as it relates to treasury operations.

    16. Ensures compliance with investment and financing activities with policy and regulatory requirements.


    OTHER DUTIES

    1. Conducts research, develops findings and formulates recommendations in connection with special projects as assigned.

    2. Acts for the CFO/Treasurer as assigned.

    5. Principles, practices, laws and regulations governing the financing of public facilities, including federal regulations pertaining to arbitrage rebate securities disclosure and tax law.

    6. Debt capital markets, rating criteria and the ratings process, including technological innovations in the capital market.

    7. Financing and investment vehicles and the operations of financial markets and institutions.

    8. Practices and legal precedents governing commercial banking relationships.

    9. Research methods and statistical and financial analysis and modeling techniques.

    10. District functions and associated financial management, cash management and reporting issues.

    11. Principles and practices of business data processing particularly related to the processing of accounting and financial information.

    12. Standard spreadsheet and treasury management software.

    13. The operations, requirements and coding structure for the District's automated general ledger system.

    14. Principles and practices of effective supervision.

    15. District human resource Rules and Regulations, policies and labor contract provisions.


    Ability to:


    1. Plan, organize and manage a comprehensive treasury and investment management program.

    2. Operate a computer and spreadsheet and specialized treasury management software.

    3. Understand, interpret, explain and apply District, state and federal laws and policies regulating Port financial accounting, reporting and recordkeeping.

    4. Understand, interpret, explain and apply complex financial and legal documents applicable to District debt financing issues.

    5. Analyze and evaluate alternative debt structures employing various financial techniques such as present value analysis and make sound conclusions and recommendations.

    6. Evaluate the soundness and earnings potential of investment vehicles.

    7. Evaluate complex investment vehicles and strategies and make sound, prudent investment decisions.

    8. Perform complex analyses and research, evaluate alternatives and develop sound conclusions and recommendations.

    9. Perform complicated mathematical calculations and analyses.

    10. Prepare clear, concise and comprehensive financial and treasury statements, reports and written materials.

    11. Communicate complex financial information clearly and persuasively to internal and external audiences.

    12. Exercise sound independent judgment within general policy guidelines.

    13. Exercise tact and diplomacy in dealing with sensitive, complex and confidential issues and situations.

    14. Establish and maintain effective working relationships with District management, banking officials, brokers and others encountered in the course of work.


    MINIMUM REQUIREMENTS

    Education, Training and Experience:

    Graduation from a four-year college or university with a major in accounting, finance, business administration or a closely related field; and at least eight years of progressively responsible professional investment management or financial management experience, preferably in a public agency, at least three of which involved the investment and management of funds. A Master's degree in finance or business administration is preferred and can be substituted for one year of experience. Time served as a District Intern counts towards the years of experience.

    Licenses; Certificates; Special Requirements:

    Certified Treasury Professional, Chartered Financial Analyst and/or Certified Municipal Treasurer Certification is preferred.

    A current, valid California Class C driver's license at time of appointment and maintained at all times thereafter in order to operate a vehicle on District business.
