    Position Summary: Coordinate and direct all daily operations of Nyssa Assisted Living Facility performing such applicable duties as are required to ensure efficiency, compliance, and financial health.


    General:

    • Provide leadership and direction for both facilities.
    • Facility maintenance monitoring, repair, upgrade.
    • Track/plan expenses and revenues; address and respond to budgetary concerns.
    • Direct quality assurance protocols for resident care.
    • Create and direct marketing and public relation efforts.
    • Resource point for all personnel of Nyssa Gardens.
    • Oversight of all resident needs
    • Manage/direct all aspects of staff/nursing coordination.
    • Ensure facility compliance with all applicable governing agencies.
    • Meet and maintain state regulations to be an Assisted Living Administrator.
    • Report to Board of Directors of Malheur Memorial Health District.


    DETAILED JOB DESCRIPTION:


    Budgeting and Bookkeeping: All required to be performed in a timely fashion.


    1. Review, approve, and submit employee timecards to accounting firm.
    2. Complete monthly rent roll summary, prepare and distribute resident monthly invoices, receive and track resident payments, deposit funds, submit AIR reports to accounting firm.
    3. Ensure all payroll and A/P checks are reviewed and signed by two board members and disbursed.
    4. Monitor monthly department expenses and complete financial variance reports for expenses exceeding budget.
    5. Manage facility petty cash accounts and document all expenditures.
    6. Assist with the completion of an annual budget and independent audit.


    Physical Facility:

    1. Assure periodic maintenance tasks of physical plant and equipment are performed.
    2. Assist with selection and supervision of outside or contracted vendors providing services to the facility.
    3. Review and respond to quarterly safety inspection reports generated by safety committee.
    4. Review and respond to monthly safety committee meeting recommendations.
    5. Assure emergency procedures/plans are current and all staff members are knowledgeable of its content.
    6. Coordinate apartment renovation and cleaning prior to new resident move-in.
    7. Assure routine housekeeping tasks are performed.

    Personnel:

    1. Direct the hiring, evaluation, discipline, and scheduling of all facility personnel; ensure adequate coverage and minimize overtime.
    2. Assure complete and current employee personnel files are maintained.
    3. Conduct criminal background checks on each employee prior to start date and in compliance with state statutes.
    4. Assure adequate training of all new employees prior to independent scheduling.
    5. Conduct al probationary and annual appraisals.
    6. Authorize and document salary adjustments.
    7. Coordinate all workman compensation claims as a liaison to all parties involved.
    8. Conduct regularly scheduled staff in-services.
    9. Respond to all staff grievances/concerns in a timely manner.
    10. Assure personnel policies are periodically reviewed, updated, and implemented in compliance with regulatory requirements.

    Resident Care:

    1. Establish resident level of care fees and coordinate invoicing of residents/responsible parties.
    2. Perform or supervise assessment of resident health and functional care needs prior to move-in, quarterly, and upon change of condition as appropriate.
    3. Coordinate development and periodic audit of the resident service plans and level of care fees; assure resident needs are addressed; conduct related service plan conferences.
    4. Monitor medication administration program to assure accuracy and appropriate documentation.
    5. Monitor nursing delegation and/or assignment specific to resident's current needs and condition.
    6. Ensure resident care supplies are available to meet all resident needs.
    7. Respond to resident concerns or grievances in a timely manner.
    8. Conduct annual resident satisfaction surveys.
    9. Serve as a liaison between the facility, residents, and all medical and community resources.

    Supervisory:

    1. Ensure employees understand job description, expectations, and available resources.
    2. Maintain and keep current an employee handbook, policies and procedures manual, and job descriptions.
    3. Supervise training and development of assisted living staff.
    4. Oversee compliance with current licensure and requirements of all staff.
    5. Plan, assign, direct work duties; appraise, reward, and discipline employees; addresses compliance protocols and violations.
    6. Address employee requests or complaints and resolves conflict.
    7. Supervise staff as required in the conduct of assisted living facility resident care.
    8. Oversee quality of provider evaluation, treatment, and consultation services to residents as consistent with industry recommendations and standards.
    9. Ensure protocols are in place for all aspects of assisted living operations, resident care, and confidentiality of protected health information.

    Administrative:

    1. Provide consistent monthly communication to the Board of Directors, ensuring information, reports, and materials are provided to clearly describe assisted living facility activities and progress toward agreed upon objectives.
    2. Assist the Board of Directors with state and federal requirements regarding public health issues.
    3. Assist the Board of Directors with implementation of general safety, emergency preparedness, infection control, and regulatory compliance for the assisted living facility.
    4. Attend all staff and monthly board meetings, and other special meetings as requested.
    5. Participate in budget development and compliance.
    6. Be available to residents and their families to answer questions, address requests, and resolve conflict.
    7. Ensure compliance with standards, laws, and regulations as directed by

    Requirements

    • Must be available for on call work
    • Must possess an Oregon Residential Care Facility Administrator license
