Behavioral Health Director oversees the study and treatment of patients with emotional, mental, or psychological disorders. Develops, implements, and updates strategic initiatives, programs, and services. Being a Behavioral Health Director manages and directs the operations of behavioral health services. Uses knowledge of behavioral health research and trends to ensure the department's practices are up-to-date and effective. Additionally, Behavioral Health Director establishes training programs and supports and supervises staff. Ensures all behavioral health operations comply with clinical guidelines and regulations. Requires an advanced degree in psychology or related field. Typically reports to top management. The Behavioral Health Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Behavioral Health Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     Position Summary: The Director of Behavioral Health and Social Services provides oversight and leadership for the behavioral health and social/enabling services needed by health center patients and functions as the Clinical Director of Behavioral Health Services.  The Director works with medical leadership to plan and coordinate integrated care for health center patients and collaborates with health center leadership to promote high quality care and service at all health center sites and programs.

    Essential Duties and Responsibilities

    Maintains working knowledge of and adhere to the program Manual, agency handbook and Policies and Procedures

    • Attends required all trainings as per Agency Policy, Program Manual and Funder Guidelines.

    • Maintains positive and professional working relationship with co-workers, managers, clients, visitors and outside providers

     Program Specific Essential Duties and Responsibilities

    • Develops and reviews behavioral health protocols, policies and procedures. · Plans and implements trainings to ensure service delivery, based on updated protocols, policies, best practice and evidence based practice standards. · Ensures documentation is compliant with insurance, licensing, accreditation and credentialing requirements. · Monitors and ensures customer service, patient satisfaction, and staff satisfaction. · Manages behavioral health and social service staffing decisions, including providing scheduling access for patients. · Designs and evaluates the ‘on call’ system and the referral system. · Works with leadership team regarding budgets, funding, revenues, patient visit targets, and program expenses. · Improves operational efficiencies and enhances productivity of the team
    • Identifies gaps in program services and opportunities for new programs. · Helps managers with the planning and development of new services for the department. · Prepares grants and grant reports as required. · Collects, compiles, prepares, and submits program data for statistical and narrative reports on monthly, quarterly, and annual basis. · Oversees department billing and assists, as appropriate, in optimizing patient revenue. · Assures that patient/client confidentiality is maintained. Participates in the Compliance Committee, and Quality Council; plans for designee if unable to attend. · Plans and implements regular departmental staff meetings, in-service programs, and trainings.to present quarterly report. · May represent FHCW at funder meetings, community groups, and external partnership committees. · Ensures participation from the department in center-wide events.Stays active in direct service with health center patients. · Maintains patient records, as required by agency protocols and insurance company requirements. · Coordinates staffing to meet the need for integrated behavioral health care in all program areas. · Creates and implements standards of performance and clinical quality. · Supports the review, implementation, and evaluation of the patient satisfaction initiative. · Implements program changes based on the analysis of patient data, in accordance with standards of practice and evidence based practice guidelines. · Determines the selection of outcome measures and the training of staff in how to focus quality improvement towards improved outcomes. · Identifies changes in delivery of services to meet new standards or goals. · Ensures compliance with HRSA, Joint Commission, DPH, Patient Centered Medical Home, and other regulatory and quality requirements. Serves as Program Manager for Healthcare for Homeless Families Program. Attends FHCW Board Meeting.

    • Supervisory Responsibilities

      • Manages a team of Behavioral Health Providers, supervisors and managersRecruits, interviews, and recommends hiring of assigned staff. · Implements effective departmental orientation program for staff. · Supervises direct reports and oversees the work of departmental staff and interns. · Evaluates direct reports using job descriptions, performance indicators, and competency assessments. · Manages staff conflicts and resolves issues at the departmental level. · Participates in other staff evaluations and intern evaluations as appropriate.

    Master of Social Services, Doctorate of Social Work, PH.D (Doctorate of Philosophy) or PsyD (Doctorate of Psychologist)

    Licensure: LICSW or Licensed Psychologist

     

    Minimum of five years full-time professional clinical experience with at least two years of program supervision.     Bilingual in English and Spanish or another language appropriate to the health center’s patient population strongly preferred.

    Strong written and verbal communication skills, excellent computer skills (Microsoft Word, Excel, and Outlook).
