    ABOUT THE ROLE

    Under general supervision, but following established policies and procedures, inputs and processes weekly payroll including time and attendance. Administers benefit programs, including enrollments and cancellation of coverage, open enrollment, benefit invoice processing and account reconciliation and vendor updates/communications. Enters new hire information into various systems and performs timely creation and updates of all current and former employee personnel files. Assists with general HR functions including administrative paperwork, responding to questions and providing information upon request from members (internal and external), processing requests/transactions as appropriate, assisting employees and potential employees in understanding the Human Resources policies, procedures and programs.


    MAJOR RESPONSIBILITIES (in descending order of importance and should be no more than 10, if possible)


    1. Payroll & Time and Attendance
    2. Prepares and processes weekly and special payrolls. Assures proper changes to payroll master files.
    3. Receives and verifies employee time records and inputs data into system.
    4. Balances payroll including the preparation of various payroll and GL related reports. Prepares weekly payroll reports.
    5. Responds to and resolves employee questions/corrections regarding payroll and maintains all payroll and time and attendance related records in accordance with company policy and retention requirements.
    6. Reviews weekly timecards in payroll system and partners with managers and employees to ensure accuracy. Makes required changes and/or corrections. Trains managers to utilize time and attendance system, reviews time and attendance reports for accuracy.
    7. Attends payroll related trainings and seminars to stay current with changing laws and regulations to ensure that payroll is processed compliantly or using best practices.

    Benefits Administration

    1. Administers the Credit Union's health and welfare benefit plans to include medical, dental, vision, flexible spending account, Health Savings Account, COBRA, life and disability programs. Provides administrative support for retirement plan benefits such as the 401(k) and Pension Plan. Maintains benefits records accordingly.
    2. Manages the annual open enrollment process, benefits fairs, benefits trainings and new hire orientation benefit meetings.
    3. Partners with the Sr. HRIS Analyst to ensure benefit and census information for employees is up to date in HRIS.
    4. Inputs benefit enrollment data into carrier systems or ADP for carrier connections. Makes changes and terminates participants as necessary.
    5. Reviews billing statements for accuracy and reconciles invoices. Coordinates payment with the Accounting Department.
    6. Prepares weekly reconciliation of the 401k deferrals to the wire request initiated by 3rd party vendor.
    7. Administers all other ancillary or voluntary employee benefits including employee discount programs.
    8. Attends benefit related trainings and seminars to ensure that benefit plans conform to regulations and best practices.

    C. Administrative

    1. Provides clerical and/or administrative support to the department, as needed.
    2. Serves as liaison or provides support for various department or benefit plan audits.
    3. Performs other payroll, benefits and HR administration duties as assigned by the AVP/Human Resources and/or VP/Human Resources.

    QUALIFICATIONS:


    Education

    BA/BS degree in Human Resources preferred. Certified Payroll or Benefits Administrator preferred. Some college level accounting courses highly desirable.


    Experience/Skills/Knowledge:

    1. 3 years previous experience as a payroll clerk/specialist capacity in a Human Resources Department required. 2 years payroll processing experience in Workforce Now required.
    2. Prior experience managing and administering employee benefit plans required.
    3. Demonstrated knowledge of laws and regulations impacting the Human Resource function with focus on payroll and benefits required.
    4. Excellent organizational, analytical and problem-solving skills required.
    5. Ability to deal with highly confidential information required.
    6. Must possess strong service orientation skills in alignment with the Credit Union's mission and core values.
    7. Excellent verbal, written, telephone and interpersonal communication skills required.
    8. PC proficient, including Microsoft Office (Word, Excel, PowerPoint, Outlook) and the Internet. Payroll, Time/Attendance, and HRIS experience required; ADP Workforce Now experience preferred.
    9. Ability to function in a commercial office environment and utilize standard office equipment including but not limited to: fax, copier, telephone, etc. Some travel required. Ability to lift a minimum of 25lbs. e.g. file boxes
