    Job Summary:

    This role involves cross departmental collaboration to prioritize funding allocations, identify efficiency improvements for cost savings, and explore innovative revenue sources. This position will: Assist in executing the ADOT's strategic plan by prioritizing funding allocations and implementing efficiency improvements. Assist in the creation, analysis, and monitoring of budgets within a complex division or group of divisions, managing budgets more than $30 million. Identify and implement initiatives to improve efficiency in assigned areas, fostering innovation and researching changes that may enhance revenue or reduce expenditures. Participate in the creation and submittal of ADOT's budget request to the Office of Strategic Planning and Budget (OSPB) and the Joint Legislative Budget Committee (JLBC). Research tasks related to the operation or financing of the department, contributing valuable insights to inform decision-making. Take the lead on one-time or ongoing projects, such as, but not limited to the monthly Indirect Cost Allocation Plan (ICAP) execution, legislative reporting, and/or revenue forecasting. In addition, this role may also involve taking on certain tasks and responsibilities typically handled by a Division Financial Officer.

    This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

    Job Duties:

    Assist with the creation, analysis, and monitoring of ADOT's budget. Responsible for a complex part of the agency with multiple funds and appropriations totaling more than $30 million. Ensures the most efficient use of the funds and appropriations according to law.

    Maintain budgetary information within the financial system and run ad hoc and recurring reports. Analyze the reports, research anomalies, and correct miscoding.

    Participates in the creation and submittal of ADOT's budget request to OSPB and JLBC, research and respond to questions from OSPB and JLBC, determine fiscal impact of proposed legislation, and implement ADOT's budget after it becomes law.

    Research projects that may increase revenue or decrease expenditures. Research focuses on purchasing activities and invoices coordination the development of department wide policies and guidelines. Monitor compliance with the policies and guidelines.

    Various complex research assignments and projects related to operations or finance. Examples are: Cashflow development and analysis, fund analysis, expense forecasting, reports required in statute, ICAP development and implementation, and requests from stakeholders.

    Work on assigned operating tasks, which may include, creating purchase orders, monitoring and analyzing purchases, and other miscellaneous tasks.

    Selective Preference(s):

    Bachelor's Degree in Finance, Business, Public Administration, or other discipline that requires financial or statistical problem-solving analysis.
    Three or more years of professional experience in budgeting, accounting, financial planning or business management or a Master's Degree in Business (Finance) or Public Administration.
    Familiarity with legislative reporting and revenue forecasting is a plus.

    Pre-Employment Requirements:

    This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

    All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
