Budget Director directs and controls an organization's budgeting and financial forecasting activities. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Budget Director develops budgetary policies and guidelines to meet short and long-term financial goals. Establishes processes to incorporate past financial results into budget development. Additionally, Budget Director monitors and analyzes performance against budgets. Develops and implements tools and reporting used for planning, forecasting, monitoring, and decision support. Presents budget data to senior management and/or board. May require a MBA. Typically reports to top management. The Budget Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. Our Assistant Budget Director (Operating) position serves as one of two Assistant Budget Directors for the department, focused primarily on the operating budget. The responsibilities for this position include:
· Managing and directing all aspects in the development of the agency’s biennial and supplemental operating budgets and the communication thereof to the legislature, leading the implementation of the department’s operating budget, and overseeing fiscal policy and planning for the agency.
· Incumbent provides direction and vision along with day-to-day supervision of the Fiscal Support and Budget units.
· Units support the efforts listed above plus the following:
o Conducting financial analysis and reporting, coordinating the fiscal note process
o Overseeing the preparation of DOT fund statements including facilitating the twice-annual forecasting process
o Preparing the agency's formal revenue and fund balance projections.
· Directly assists the CFO, Controller, and budget director in all respects of the department’s budgetary, financial planning and preparation of policy options involving finance for the Commissioner, senior staff, and external partners such as legislature, Governor’s office and Minnesota Management and Budget.

Here are the minimum qualifications:
