  • The City's Central Services Finance Division is seeking a Purchasing Analyst to join the Procure to Pay Team!
     
    The successful candidate will join a collaborative, creative, and high performing team that supports all City of Eugene departments with their purchasing needs. It is a unique opportunity to work in a fast paced, collaborative team environment with the ideal candidate having the skills to also work independently on multiple high priority projects.
     
    The Purchasing Analyst provides complex and professional support and procurement consultation to City staff. This position is primarily responsible for customer service-oriented assistance to City departments for the procurement of goods and services complying with applicable local, State and Federal laws as well as appropriate City procedures, polices, and goals.

    Classification: Management Analyst
    Salary Range: $85,134.40 - $110,656.00 Annually

    Department/Division: Central Services / Finance
    Work Location: City Hall, 500 E 4th Ave, Eugene, OR Eugene, OR 97401
    Must reside in the state of Oregon and be able to report onsite in Eugene, OR for work as needed.  
    Work Schedule: Monday - Friday, 8:00 AM - 5:00 PM with occasional weekends and evenings per business need.

    • Independently manages complex projects that require interpreting and following State, Federal, and local public procurement laws. 
    • Prepares solicitations and bid specifications for goods and services, evaluates responses to solicitations, recommends bid awards, and negotiates contracts with vendors. 
    • Consults with departments to determine method of solicitation; assists with technical and legal requirements for purchases and contracts; designs and recommends options or solutions to problems; and coordinates project implementation in the division, department, or City-wide. 
    • Organizes and conducts vendor meetings, site inspections and pre-bid conferences. 
    • Works closely with Risk Services and the City Attorney's Office in contract preparation and interpretation/analysis. 
    • Analyzes, reviews, and recommends action on proposed and approved legislation and regulations. 
    • Recommends and participates in the implementation of goals and objectives for assigned programs and projects. 
    • Trains City staff on purchasing policies and processes, contracting procedures and software programs related to procurement. 
    • Serves as a division or department liaison to other departments, outside agencies, committees, commissions, and the public. 
    • Develops and maintains positive relationships with vendors and internal customer.
    • Supports and respects diversity in the workplace. 
    • Performs related duties as assigned.

    Minimum Qualifications
    Experience: Two years of professional experience in program administration to include purchasing and procurement, preferably in public sector.

    Education: Equivalent to a bachelor’s degree from an accredited college or university in the assigned program area. 


    Background: Must pass a criminal background check.


    The ideal candidate will possess the following Knowledge, Skills, Abilities:  
    Knowledge of:
    • Functions and procedures of procurement. 
    • Best practices when interpreting Federal, State, and local laws, codes, and regulations. 
    • Principles and practices of program development and administration. 
    • Contract administration and details of legal requirements as they pertain to public contracting. 
    • Organizational and management practices as applied to program areas, policies, and operational needs. 
    • Project management principles and strategies. 
    • Research methods, techniques, and procedures. 
    • Stakeholder engagement best practices and principles of change management. 
     
     Ability to:
    • Research, interpret and apply relevant Federal, State, and local policies, procedures, laws, and regulations. 
    • Maintain a high level of customer service to internal and external customers daily. 
    • Write technical and general specifications, terms/conditions for the acquisition of a variety of goods and services. 
    • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of the purchasing of goods and services. 
    • Work with internal customers to be innovative and demonstrate leadership when incorporating legal requirements into procurement decisions. 
    • Communicate effectively, both orally and in writing with city staff, the general public and other agencies, provide clear explanation of program policies, procedures and practices. 
    • Provide city-wide trainings. 
    • Use a wide variety of business software such as MS Word, Excel, PowerPoint, Adobe, and automated purchasing systems such as PeopleSoft. 
    • Perform a variety of administrative duties with little or minimal supervision. 
    • Effectively administer assigned program responsibilities. 
    • Establish and maintain cooperative working relationships with those contacted in the course of work. 
    Working Conditions
    The work schedule is mostly stable and does not fluctuate without prior notice. This level has a work environment that is well protected, seldom exposure to personal risks, hazards or obstacles. Job conditions are usually comfortable, with only seldom issues of confinement, temperature change, incident of noise, or interactions of a disagreeable nature, etc. This position is constantly indoors with general office equipment such as computers and telephones and requires frequent sitting, reaching forward, and keyboarding. Positions at this level seldomly require physical effort such as light lifting, carrying or movement, etc. This level may require occasional lifting, carrying, pushing or pulling up to 10 pounds. Physical capability involves use of specialized equipment where some agility and hand eye coordination are needed.
