Business Process Specialist, Sr. researches, analyzes, and recommends changes to an organization's business processes to improve operational efficiencies, quality, service, and profitability. Typically reports to a manager. The Business Process Specialist, Sr. works autonomously. Goals are generally communicated in "solution" or project goal terms. May provide a leadership role for the work group through knowledge in the area of specialization. Works on advanced, complex technical projects or business issues requiring state of the art technical or industry knowledge.     TQI Solutions is actively seeking a collaborative and skilled Business Process Analyst to join our dedicated NAVAIR team. As a key contributor, you will provide crucial support to our esteemed client located in Chesapeake, VA.

    Responsibilities:

    • Facilitate requirements elaboration sessions amongst stakeholders and link them to business processes.

    • Directly interface/report to government manager and/or program lead on regular basis.

    • Establish an effective working relationship with senior-level customers, technical staff, managers, and peers as well as contractor teams.

    • Provide technical and analytical support for requirements definition and documentation.

    • Provide advice and assistance in the areas of mission needs and requirements analysis, concept of operations development, program tradeoff analysis, and program roadmap creation including technology insertion, platform integration, and support planning.

    • Identify and evaluate existing requirements for clarity, validity, structure, verifiability, and applicability.

    • Analyze available program documentation to identify gaps in existing requirements sets and develop a plan of action and milestones to eliminate identified requirements gaps.

    • Develop process flow charts and functional flow diagrams in support of requirements capture and development based on existing policy and instructions.

    • Assist in categorizing system requirements for entry into a government approved requirements management system.

    • Assist in developing and implementing metrics and reports that characterize the status of requirements and traceability for each program.

    This is a full time, salaried, exempt position.

    Requirements

    • BS in IT related field (required) BA in Business (secondary)

    • Advanced experience in a strategic capacity for Naval Aviation Organizational and Intermediate Level Maintenance

    • Experience in Naval Aviation Depot Level Maintenance (preferred)

    • Knowledge of Navy Metrology and Calibration (METCAL), Joint Deficiency Reporting System (JDRS), Maintenance Planning, Scheduling, and Execution (MPS&E), and Data Systems related to Aviation Maintenance

    • Ability to communicate with senior level government personnel

    • Experience with Microsoft Products, including Visio and Project

    • Ability to develop system requirements from government and other clients

    • Ability to coordinate with large groups of government and vendor clients in system development, design, and integration for both COTS and GOTS systems

    • Ability to analyze business processes to identify inefficiencies and the vision to design future state processes

    • Strong work ethic with the ability to work independently and within a group

    • Strong problem-solving skills

    • Excellent verbal and written skills

    • Familiar with taxonomy development and maintenance

    • Familiar with OOMA, OIMA, IFS

    • 5 years of IT related business analysis and requirements development experience.

    • Minimum of 3-5 years of experience working with the Department of Defense or other federal agency Naval Aviation Depot-Level maintenance (preferred) or Organizational/Intermediate-Levels of Naval Aviation Maintenance

    • Understanding of IT Software Development Lifecycle, IT Management, and associated software engineering principles to include Agile/Scrum and Waterfall methodologies

    • Proven ability to build and maintain working relationships with team members, vendors, and other departments involved in the projects

    • Well-developed reasoning and problem-solving skills, including a demonstrated ability to manage risk and influence others

    Desired Qualifications: (preferred not required)

    • Experience with Business Process Modeling (BPM)

    • Familiar with System Engineering principles

    • Communication of requirements across the project throughout the project life cycle

    • Familiar with NAVAIR/NAWCAD and NAVSEA functions and initiatives

    • Experience/working knowledge of the Naval logistics systems

    • Prior experience working in a fast-paced federal government program, preferably supporting a naval aviation activity.

    • Large Team experience in remote and face-to-face interactions.

    • Experience with Innoslate software.

    • Familiarity with taxonomy development and maintenance.

    The incumbent of this position will be subject to a background investigation and will be required to maintain a Government granted security clearance.
