Project Background
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.
Candidates for unescorted access to the Chemical Limited Area candidate must successfully clear National Agency Check with Local Check (NACLC); all employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at a construction site. Eligible Foreign National applicants must possess a US Government issued Green Card and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.
Role Overview
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Buyer at the Pueblo, CO location. This position will report to the Purchasing Supervisor and Close Out Lead at the PCAPP project. This position obtains approval from the position manager/supervisor for job related activities. Performs tasks involved in the formation and administration and close out of purchase orders.
This PCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.
Principle responsibilities include, but are not limited to:
- Perform Close-out activities under direction of closeout lead.
- Forms; issues and administers purchase orders under direction of purchasing supervisor.
- Performs tasks involved with the cradle to grave administration of purchase orders.
- Communicates in a professional manner with suppliers and personnel within Bechtel to establish clear definition of requirements, and to assure performance to purchase order terms and conditions.
- Prepares bidder pre-qualification, bidder lists, bid solicitation, bid analysis, makes commitments, and administers purchase orders through the closeout of the orders.
- Communicates with suppliers as necessary to achieve required service and results from potential and actual suppliers to meet project needs.
Basic Qualifications:
- Bachelor’s Degree in Business Administration, Supply and Logistics Management, or similar discipline with 1 year of relevant work experience in general procurement, materials handling, purchasing, warehousing, and expediting in lieu of a degree, 5 years of progressive, relevant work experience in general procurement, materials handling, purchasing, warehousing and expediting
- Must have the right to work and remain in the US without sponsorship.
Minimum Qualifications:
- Good written and oral communications skills
- Good knowledge of general business practices, procurement and administrative procedures.
- Good knowledge in computer application, such as Microsoft word and excel
- Proficient in organizing tasks for completion by an agreed deadline.
- Proven ability to function as part of a multi-discipline project team and to support team goals.
