    The Office of Information Technology (OIT), Headquarters (HQ), IHS establishes and maintains the IT and health IT (HIT) systems that support the delivery of health and public health mission of IHS. This position is that of an Administrative Officer located in the Office of Information Technology (OIT). Responsible for planning, coordinating, and directing all administrative activities to support the IHS Chief Information (CIO) in the OIT.

    Duties

    • Independently plans and directs the day-to-day administrative management activities for the CIO. Coordinates overall administrative management activities for the smooth operation of the OIT programs. Manages scheduling, space and other preparations as needed to facilitate a meeting or event. Facilitates administrative practices and procedures in order to improve the operations to support the CIO. Advises on the potential benefits of automation to improve the efficiency of administrative support or program operations. Evaluates and advises on organization, methods, and standard operating procedures for providing administrative support systems such as records, communications, directives, forms and files.
    • Advises on the impact of administrative and management support on planning, funding, development and implementation of methods for achieving the goals of OIT. Supports OIT with research and evaluating practices as identified by the CIO. Participates in special study projects.
    • Serves as liaison between the CIO and professional staff to inform subordinates of the CIO's current decision, policies, and activities. Relays messages and instructions to staff, answers questions concerning CIO's decisions and furnishes the staff with information concerning the operations of their programs.
    • Analyzes and revises Memorandum of Understanding that support OIT Operations and the associated financial reimbursement terms applicable to program obligations and costs.
    • On behalf of the CIO, coordinates presentations and technical briefings for stakeholders, Program Management, and OIT leadership. Serves as Secretariat as needed for the CIO with capturing minutes, organizing tasks, and tracking assignments.
    • Serves as a facilitator providing indirect, unobtrusive assistance and guidance that results in documented outcomes. Manages event planning activities that include in person or virtual technology conference planning. Event planning includes agenda prep and distribution, meeting space coordination, virtual equipment scheduling and serving as moderator as needed.
    • Tracks and manages all reviews and recommendations from solicited comments, audits, studies, etc. performed internally or by other Federal organizational units for CIO review and final decision. Coordinates website updates.
    • Prepares travel budgetary information for the CIO and prepares travel reports, as requested. Oversees preparation of travel orders and vouchers and change-of-station and relocation travel authorizations and documentation prepared by staff. Serves as administrative liaison on travel for the CIO.
    • Serves as coordinator and liaison to the CIO for acquisition activities. Obtains justifications, secures clearances, develops work scopes, reviews proposals, meets with contract representatives, and assists Project Officers in development of packages. Coordinates procurement actions for and advises managers of procurement regulations and procedures. Initiates and processes requisitions for supplies and services for the CIO.
    • Manages procurement and contracting administrative activities to support the CIO.
    • In conjunction with the CIO, develops small purchase acquisition documents as well as Inter-Agency agreements and associated statements of work and memoranda of understanding for complex and long-range projects and services.

    To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    Minimum Qualifications

    Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include:

    • Carrying out day-to-day responsibilities, planning, coordinating, and directing administrative activities, that include (but are not limited to):
    • communications
    • procurement of administrative supplies and equipment
    • printing, reproduction
    • property management, space management, records management
    • mail service, travel, and/or special projects
    • solving problems related to office operations, budget and finance.

    You must meet all qualification requirements within 30 days of the closing date of the announcement.
