Job Title: Chief Technology Officer

Contract/Grade: Personnel Policies (non-union), Grade 15
Compensation: Pay range begins at $114,949. Actual salary dependent upon qualifications.
FLSA Status: Exempt
Work Schedule: Position is 12-months and in-person, full-time, at least 40 hours per week, typically Mon.-Fri., and additional hours as required.
Reports to: Duxbury Town Manager and Superintendent of Schools
1. Statement of Duties: In consultation with Town Manager and Superintendent of Schools, Town
department heads, School administrators, provides information-technologies vision,
leadership and management, develops strategic planning; provides direction in
the integration and alignment of technology for both Town and School.
2. Supervision Required: Under of the general administrative direction of the Town Manager and Superintendent of Schools, plans and manages the technology and infrastructure needs of the Town and School department.
3. Confidentiality: Position has high level access to confidential and sensitive employee and administrative information which must be handled with absolute confidentiality and in accordance with the State Public Records law.
4. Supervisory Responsibility: Employee, as a regular and continuing part of the job supervises Town and School Technology staff and is accountable for the performance of outside contractors doing work for the Town and School.
5. Judgment: The work requires examining, analyzing and evaluating facts and circumstances surrounding individual problems, situations, or transactions, and determining actions to be taken within the limits of standard or accepted practices. Guidelines include a large body of policies, practices, and precedents, which may be complex or conflicting, at times. Independent judgment is used in analyzing specific situations to determine appropriate actions. Employee is expected to weigh efficiency and relative priorities in conjunction with procedural concerns in decision making.
6. Complexity: The work consists of the practical application of a variety of concepts, practices and specialized techniques relating to a professional or technical field. Assignments typically involve evaluation and interpretation of factors, conditions or unusual circumstances; inspecting, testing or evaluating compliance with established standards or criteria; gathering, analyzing and evaluating facts or data to determine the most effective method(s) to accomplish the work.
7. Work Environment: The work environment involves everyday discomforts typical of offices, may include confined spaces, or the outdoors and inclement weather and exposure to electricity. Noise or physical surroundings may be distracting, but conditions are generally not unpleasant. Employee may be required to work beyond normal business hours in response hours to respond to emergencies, meet the needs of Town Departments or the School System or to attend evening meetings.
8. Nature of Contacts: Relationships are primarily with co-workers and vendors doing business with the Town and School Departments. The employee serves as a spokesperson or recognized authority of the organization in matters of substance or considerable importance. The employee may be required to discuss controversial matters where tact is required to obtain cooperation.
9. Accountability: Consequences of errors missed deadlines, or poor judgment could result in excessive costs, labor/material costs, jeopardize programs, missed deadlines or legal repercussions to the Town.

a) Develop, implement, manage, and evaluate the technology strategy for the Town and School Department. This includes identifying new technologies that can support the needs of all Town Departments and the School System
b) Collaborate with Town Department Heads and School Administrators to understand their technology needs including the development, funding, and management of an effective network for technology operations and service delivery to meet identified needs and priorities
c) Manage the organization's technology infrastructure, including hardware, software, networks, and servers. Ensure that these resources are properly maintained and updated in collaboration with key stakeholders.
d) Mitigate technology-related risks and ensure the organization's cybersecurity posture. This includes establishing policies and procedures for data protection, privacy, and compliance with Federal and State regulations
e) Set and enforce enterprise-wide security policies for all technology assets
f) Stay up to date on the latest trends and technologies for municipalities and public education
g) Lead the development, review, and certification of all back-up and disaster recovery procedures and business continuity plans in collaboration with key stakeholders.
h) Annually prepares, recommends, and submits both operational and capital budgets to the Town Manager and School Superintendent for review and subsequent recommendation and presentation to the Finance Committee, Fiscal Advisory Committee, Annual & Special Town Meeting, and/or School Committee; manages approved budgets to ensure expenditures are within guidelines; periodically advises the Town Manager and School Superintendent on the status of budgetary overages/shortages; develops, implements and monitors IT fiscal controls
i) Oversees the development of a long-range technology plan for the use of present and emerging technologies designed to improve the technology infrastructure of the Town and School departments
j) Researches and develops supplemental funding proposals for the Town and School district (e.g., grants, E-Rate)
k) Establish and maintain relationships with third-party contractors to provide applicable services and equipment for Town and School departments
l) Possess a working knowledge of custom software programs including: Softright, Harpers, Aspen, Frontline, PowerPhone, X2, and MIS
m) Manage infrastructure initiatives, business case analysis, network architecture development, and network design
n) Supervise and evaluate a staff of School and Town technology department employees
o) Responsible for technology needs of School and Town events including but not limited to graduation and annual town meeting
p) Additional responsibilities as assigned by the Town Manager or the Superintendent of Schools
12. Recommended Minimum Qualifications
a) Education: Bachelor’s Degree, Master’s Degree preferred, in information technology, systems planning, computer science, MIS (Management Information Systems), related field or business administration, and/or comparable work experience in information systems or information technology.
b) Seven (7) to ten (10) years of progressively responsible experience in information technology involving systems planning, management operations, training, programming, and procurement.
c) Five (5) years of supervisory experience in similar management positions within the public or private sector;
d) Demonstrated expertise in various technologies including client/server and Web security, Web servers, browsers, various third-party utilities and tools for integrating applications with databases and legacy systems; LAN and WAN networking including Fiber Optics, Broadband, TCP/IP, routers, switches, load balancers, and firewalls; relational databases such as Microsoft SQL server; and telephony.
e) Excellent organizational skills; excellent data processing skills in the use of personal computers and financial software including word processing and spreadsheet applications.
f) Excellent analytical skills. Proficient oral and written communication skills.
g) Preference will be given to applicants with successful management/administrative experience in PK-12 education/technology
h) Any combination of education, training, and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job.
i) Designation as a Massachusetts Certified Public Purchasing Official (MCPPO) preferred, or the ability to obtain full certification within twelve (12) months of employment.
13. Special Requirements: Microsoft Certification preferred, and valid driver’s license required.

i) Prior experience managing a service provider organization with a strong track record in software architecture and technology innovation in software applications.
