  • Job Summary

    This position reports to the Code Compliance Supervisor and enforces all municipal codes of the City of Miramar in an effort to protect the health, safety and welfare of citizens and business owners.

    Essential Functions

    • Patrols city for signs of code violations; responds to referrals from City administration and other departments, elected officials and the public.
    • Investigates violations/suspected violations related to littering, abandoned vehicles, illegal outside storage, landscaping, waste disposal, sanitation, non-maintenance of residential and commercial properties, occupational licensing, burglar alarm registration, noise, waste tire disposal and other violations.
    • Issues verbal warnings, courtesy notices, notices of violation and citations/summonses as necessary.
    • Determines and reports on unsafe/unsanitary living conditions. Reports all problems to appropriate departments for action.
    • Coordinates compliance issues with various City and County personnel, sanitation agencies, property owners, community groups, etc.
    • Prepares cases for Special Magistrate or court hearings; attends Special Magistrate or court sessions and provides testimony as required.
    • Researches property ownership and public records information for case preparation.
    • Provides technical assistance in code interpretation and education. Maintains a log of field activities.
    • Assists other departments requiring inspection, advice or action.
    • Maintains assigned vehicles and equipment.
    • Receives and responds to public inquiries, concerns and complaints regarding division programs and projects.
    • Performs general office work as required, including attending meetings, preparing reports and correspondence, copying and filing documents, entering computer data, etc.
    • Receives, reviews, prepares and/or processes daily logs, reports, maps, parking tickets, notices, summonses, citations, work orders, monthly reports, memos, etc.
    • Interacts and communicates with the immediate supervisor, division manager, other City department supervisors and employees, community organizations, property owners, other government agencies, and the general public.
    • Operates a vehicle and a variety of equipment including a camera, computer, printer, fax machine, copier, two-way radio, telephone, etc.
    • Reports graffiti on City properties; participates in the "Paint Broward" program by assisting in the delivery of paint to the City's in-need families, etc.
    • Performs related duties as required.

    Minimum Qualifications

    • High school diploma or GED.
    • A minimum of 2 years of experience as a Code Compliance Officer handling duties and responsibilities of comparable complexity as the City of Miramar; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
    • Must possess a valid Florida driver's license.
    • Level I certification from the Florida Association of Code Enforcement
    • Basic computer skills are necessary in the following applications: Microsoft Word, internet research and basic e-mailing.

    • Ability to operate and care for equipment to manufacturer’s specifications and/or within the specified parameters.
    • Ability to demonstrate an understanding, consideration, and respect of cultural, religious, and gender differences when interacting with the general public and colleagues.
    PHYSICAL DEMANDS:
    The work requires the ability to exert minimal but not constant physical effort to performs light work, typically involving some combination of balancing, climbing, crawling, crouching, feeling, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, walking and may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 25 pounds), visual perception and discrimination, the ability to perceive and discriminate sounds, perceive and discriminate color, perceive odors, and require oral communications.


    CITY OF MIRAMAR


    This is a union/represented position; the below summary of benefits provided by the City is applicable to all full-time positions covered under the G.A.M.E. Collective Bargaining Agreement (CBA).


    PAID TIME OFF

    • City-Observed Holidays: Twelve (12) paid full-day holidays and two (2) paid half-day holidays (Christmas Eve and New Year's Eve) per year
    • Personal Floating Holidays: Five (5) paid full-day floating holidays to use in addition to the existing observed holidays
    • Sick Time: Employees earn sick time at the rate of one (1) day per month.
    • Vacation Time: Employees earn vacation time from the date of hire and accrue hours bi-weekly based on the following service schedule:

    INSURANCE

    • Medical: The City offers three (3) medical insurance options through Aetna: HMO, POS & HDHP w/HSA. Eligibility date is based on the following schedule:

    RETIREMENT PLANS

    • Defined Benefit (Pension) Plan: A pension plan provides a guaranteed benefit at retirement if certain criteria are met. The amount of your future benefit is determined by a formula, based on earnings, length of service and Plan multiplier. Participation in the Pension Plan is mandatory for all full-time employees.
    The Summary Plan Description (SPD) provides more detailed information regarding the eligibility and benefits under the Plan; however, the below chart provides a highlight of the Plan.

    Life Annuity is the normal form of payment, which provides a monthly benefit for life

    • Deferred Compensation (457b) Plan: A 457(b) plan is a tax advantaged deferral plan available for state and local government employees. Participating employees are able to defer compensation through regular payroll deductions and deposited into accounts (MissionSquare or Nationwide) that grow on a tax-free basis until withdrawn. Participation in the 457(b) Plan is optional; employees can enroll at any time.

    SALARY INFORMATION

    • Salary Step Plan: All G.A.M.E. positions follow a progressive Salary Step Plan. Newly hired employees start at Step 1 for their job classification then every year, on the employee's anniversary date, the employee advances to the next Step in the Salary Step Plan, which provides an automatic increase in pay. (Step Schedule outlined in final section of G.A.M.E. CBA)
    • Longevity Incentive: Employees are eligible to receive longevity incentive pay based on the following schedule:
