Job Summary:
Under general supervision of the Building Department Manager, responsible for enforcing the Village of Homer Glen’s Property Maintenance Code, sign code, parking code and related issues in a fair, complete and consistent manner by methodically patrolling the streets of the Village and responding to public questions and complaints.
Essential Duties and Responsibilities:
· Monitors activities in and around the Village on a daily basis, to assure compliance with all pertinent laws, rules, regulations, ordinance, etc., relating to overgrown vegetation, unpermitted construction, violations involving animals and parking infractions. Performs routine patrol and ordinance violation investigation.
· Enforces all applicable regulatory codes through verbal and written communications with such parties as property owners, contractors, developers, construction crews, and Village elected officials and staff members; preparation of warning tickets, complaint tickets, stop work orders, and notices to appear in court.
· Develops and maintains appropriate professional relationships with outside parties, such as builders, developers and property owners, despite high levels of tension and resistance.
· Responds to complaints concerning animals and illegal temporary signs, garbage, illegal dumping, weeds etc.
· Determines extent of violation and viable solutions. Recommends required steps for compliance, sets compliance dates and performs follow-up procedures related to compliance.
· Researches documents such as code books, zoning maps and site plans and communicates, in electronic format, all necessary forms, reports and written documents in order to effectively follow through on all projects.
· Schedules mowing contractors and follow-up letters; init6iates related correspondence as required.
· Removes and disposes of illegal temporary signs in Village right-of-way.
· Monitors temporary sign permits in compliance with the municipal code.
· Takes required actions, per Village Code, as it relates to dogs running at large and bite incidents.
· Performs related work as required.
Knowledge, Skills and Abilities:
· A knowledge of ICC Property Maintenance Code and the Village of Homer Glen’s code.
· Knowledge of operating all modern-day office equipment and ability to operate personal computer, tablet, photocopier, telephone, fax and calculator.
· Working knowledge of Microsoft Office Word, Excel and Outlook.
· Ability to work in uncomfortable working conditions in all types of weather for extended periods of time.
· Ability to compose articulate correspondence and maintain accurate and concise case files.
· Ability to deal professionally and effectively with the public and explain he Village’s code, sometimes in contentious circumstances.
· Ability to establish and maintain effective working relationships with fellow staff members, elected officials, volunteers and other agencies.
· Ability to organize, prioritize and carry out office work with minimal supervision and in a timely manner.
Desired Qualification (not required)
· Associates or Bachelor’s degree from accredited College or University
· Familiarity with Will County GIS mapping software.
· ICC Certification-Property Maintenance and Housing Inspector.
Minimum Requirements:
· High School diploma or equivalent.
· Familiarity with ICC Property Maintenance Code.
· Other equivalent combinations of education and experience may be substituted.
· Must possess a valid driver’s license.

· Talk and hear.
· Hand-eye coordination is necessary to operation computers and various pieces of office equipment.
· Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus.
· Occasionally is required to climb or balance, stoop, kneel and crouch.
· May occasionally lift and/or move up to forty (40) pounds.
Work scheduled outside of the office may be in hot, warm, cool and cold weather.
