About the Work Unit
This position is located in CDOT’s Region 2 Real Estate Appraisal unit in Pueblo but may alternate using our Colorado Springs office as well. This unit completes real estate appraisals, reviews real estate appraisals, and contracts fee real estate appraisals in support of all CDOT projects necessary for the maintenance and development of the State transportation system.
About the Position
This position provides condemnation appraisal services for real property interests being acquired for transportation projects and applies applicable State and Federal laws. Project assignments are typically located in southern Colorado but may occasionally be in other areas in Colorado.
Your duties and responsibilities will include, but are not limited to, the following:
- Review and evaluate right-of-way and construction plans and inspect the project with the project team.
- Gather all project and property documentation necessary to determine the scope of individual appraisals.
- Produce narrative format, eminent domain appraisals which satisfy all regulatory requirements.
- Complete a thorough property inspection accompanied by the property owner.
- Research the local and regional market for sales, rents, listings, market trends, and influences.
- Develop a credible highest and best use analysis consistent with the complexity of the assignment with separate analyses before/after partial takes.
- Analyze data collected and develop a well-supported and credible valuation analysis using the sales comparison, cost, and income approaches with reconciliation to a final value conclusion.
- Prepare or support others in preparing Waiver Valuations.
- Perform appraisal reviews with guidance from a senior-level appraiser.
- Perform cost estimates.
- Secure contracted fee appraisal services.
- Provide advisory services to project teams, management, and legal associates.
- Other job duties as assigned.
Work Environment:
- Primarily be 8:00 am – 5:00 pm work hours, Monday-Friday (flexible schedules and remote work may be available)
- Approximately 20% spent in the field, 80% spent in the office within the work week
- Travel may be required during work hours throughout southern Colorado
- Overnight travel may be required due to location of project
- Required to operate CDOT vehicles

Minimum Qualifications
- Current, valid licensure as a Certified General Appraiser from the Colorado Real Estate Appraiser Program.
Conditions of Employment

- A current valid driver license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position.

The Exceptional Applicant will be a Certified General Appraiser with proven ability or accomplishment in the following:
- Demonstrated success with the duties listed in the Description of the Job section;
- Years of State service experience related to the duties of this position;

- Proficiency in eminent domain appraisal procedures and practices;
- Private and public sector appraisal experience;
- Experience using established appraisal data resources;
