Community Development Compliance Specialist ensures the organization's adherence with Community Reinvestment Act (CRA) banking laws. Reviews and analyzes lending activity data as well as other activities and policies of the organization to ensure compliance with CRA policies. Being a Community Development Compliance Specialist coordinates the preparation of required government, regulatory, and other compliance documents for all community development activities. Advises management and coordinates with legal staff on potential impact of actions. Additionally, Community Development Compliance Specialist develops and recommends guidelines and standards to assist with compliance. Has current and extensive knowledge of all CRA regulations and policies. Requires a bachelor's degree. Typically reports to a supervisor or manager.   • Duties Summary

    The Hawaii Housing Finance and Development Corporation (HHFDC) is responsible for the financing and development of affordable housing in the State of Hawaii pursuant to Chapter 201H, Hawaii Revised Statutes. The HHFDC is administratively attached to the Department of Business, Economic Development and Tourism (DBEDT), State of Hawaii.

    The Development Branch provides overall administration for development, construction, administration, and technical assistance projects which are assisted by the HHFDC or developed on its own behalf to increase affordable housing for low- and moderate-income households, elderly, and special needs groups. It provides architectural and engineering review, inspection services, development tools and financing assistance to eligible developers and contractors for the development, modernization, capital improvement, and repair and maintenance of existing facilities.

    The Development Section utilizes all available resources, primarily the development powers under HRS 201H and its monetary funds, to foster the development and preservation of supportive infrastructure and all types of affordable housing in conjunction with private and/or non-profit developmental entities, other governmental agencies or on its own behalf, for all ranges of incomes, including the elderly and special needs groups. It administers all phases of land and housing development and is also responsible for project fund management and accountability.

    Development Unit 2 is responsible for administering, monitoring, and coordinating all phases of the development of projects, including but not limited to, general development matters, preparation of Requests for Proposals (RFP) and providing recommendations on the RFPs, community consultation, preparing and obtaining State or County land use entitlements, governmental approvals, preparing development or loan agreements, procurement, preparing design and construction contracts, and project fund management. Development Unit 2 is also responsible for administering, monitoring, and coordinating all phases of infrastructure development to supportive affordable housing development, and negotiating private-public partnership agreement for infrastructure development.

    This position supports the Development Section's effort to utilize all available resources, primarily the development powers under 201H and its monetary funds, to foster development, rehabilitation and preservation of supportive infrastructure to supp01t affordable housing development. It supp01ts administration and management of all phases of infrastructure development and is responsible for project fund management and accountability.

    Minimum Qualification Requirements

    Knowledge: Private and public infrastructure and housing development, including planning and financing; zoning; real estate or property management, including land appraisal techniques; environmental issues; the real estate market; and effective communication and negotiation techniques.

    Federal, state and county laws, rules, codes and regulations pertaining to funding and development of affordable housing projects, including environmental compliance and accessibility requirements; departmental rules, policies and procedures; affordable housing development; general concepts and practices relating to infrastructure and housing development, design and construction ; socio-economic factors and policy objectives related to affordable housing; State procurement laws; public relations; report writing; and research and problem solving methods and techniques.

    Skills/Abilities: Plan, organize, direct, and coordinate the planning and real estate development activities of all types of affordable housing development projects; exercise sound judgment on planning and development matters; negotiate effectively; work effectively with others; and communicate effectively orally and in writing. Ability to multitask; have a practical and common-sense approach to problem solving and to effectively coordinate and communicate with others is very important.

    Education: Graduation from an accredited 4-year college or university with a Bachelor's degree and major preferably related to infrastructure and housing development field (e.g. engineering, architecture, community planning, law, real estate, business or accounting).

    Experience: Three (3) years of progressively responsible professional experience in infrastructure and real estate development projects.

    Other: Substitutions: Graduation from an accredited 4-year college or university with a Bachelor's degree in any field with five (5) or more years of progressively responsible professional experience in planning, design and construction of real estate and infrastructure development projects.

    Alternatively, eight (8) years of progressively responsible professional experience in planning, design and construction of real estate development projects.
