Community Development Manager manages the economic development lending activities to support or subsidize improvements in the community. Ensures company visibility is established in the area and promotes relationships with groups, agencies, and organizations in the community to identify lending and other business development opportunities. Being a Community Development Manager evaluates the current and future credit needs of the community and develops a strong understanding of the local issues and needs. Actively monitors public programs that support community development initiatives. Additionally, Community Development Manager initiates policy changes or enhancements to ensure compliance with Community Reinvestment Act (CRA) and other regulations. Makes recommendations to expand and develop lending programs. Requires a bachelor's degree. Typically reports to a director. The Community Development Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Community Development Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Hours: Monday through Friday, 8:30 a.m. - 5:30 p.m.

    Job Responsibilities

    • Oversees all aspects of the designated property’s daily operations, ensuring safe living conditions for residents
    • Process necessary paperwork for applications, move-ins, move-outs and certifications
    • Processes evictions with assistance from Supervisor
    • Perform regular property management accounting on computerized accounting system
    • Create all regular reports (weekly vacancy, monthly status, etc.)
    • Ability to develop, implement and monitor site budgets and variance reporting
    • Create/manage files for all residents and maintain integrity of applicant waiting list
    • Collect rents and security deposits, and make bank deposits
    • Orient new residents to building site, policies and programs
    • Respond to staff or resident grievances and provide problem resolution assistance
    • Verifies incomes and complies with HUD, TCAC or other regulations regarding income certifications and other documentation/correspondence. Completes annual re-certifications in a timely manner.
    • Conducts annual unit inspections at time of resident re-certification.
    • Report regularly to supervisor on status of buildings, program, staff and residents
    • Responsible for determining, tracking and administering capital improvements and replacement programs, preventive maintenance and capital improvement programs under the direction of the Property Supervisor.
    • As applicable, along with Resident Manager, attend resident meeting a minimum of once per year
    • Responsible for the recruitment, interview, and selection for directly supervised position vacancies
    • Orients new employees to position
    • Sets and oversees employee work schedules
    • Supervise, train, and oversee the work of all on-site staff
    • Provides performance feedback to employees, including coaching, counseling and disciplining.
    • Write and conduct performance reviews for staff supervised
    • Develop work goals for staff supervised
    • Ensure staff knows and follows safe work practices and policies
    • Train and supervise staff in all building and emergency procedures, resident rules, record keeping
    • Trains staff on emergency procedures and employee safety
    • Approves timesheets and time-off requests
    • Interact with collaborative agencies as needed
    • Follow policies and procedures, including safe work practices
    • Perform other duties as assigned

    Minimum Qualifications

    • High School diploma or GED equivalent
    • Excellent administrative, organizational and written/verbal communication skills
    • Three (3) years experience in residential property management in affordable housing
    • Three (3) years prior supervisory experience
    • Sensitivity to issues facing homeless, disabled, elderly, family and other diverse populations
    • Certified Occupancy Specialist, Tax Credit Specialist or equivalent certification
    • Proficient in CAMS, ICAMS, YARDI or similar property management software experience

    Preferred Qualifications

    • Prior experience with non-profit residential property management
    • Familiarity with diverse neighborhoods

    Condition of Employment
