Community Development Manager manages the economic development lending activities to support or subsidize improvements in the community. Ensures company visibility is established in the area and promotes relationships with groups, agencies, and organizations in the community to identify lending and other business development opportunities. Being a Community Development Manager evaluates the current and future credit needs of the community and develops a strong understanding of the local issues and needs. Actively monitors public programs that support community development initiatives. Additionally, Community Development Manager initiates policy changes or enhancements to ensure compliance with Community Reinvestment Act (CRA) and other regulations. Makes recommendations to expand and develop lending programs. Requires a bachelor's degree. Typically reports to a director. The Community Development Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Community Development Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Role Description:

    This is a full-time on-site role for a Workforce Development Manager at CIDA in Queens, NY. This is managerial work in directing the planning, analysis, development, implementation and evaluation of workforce development programs for people with disabilities.

    An employee in this job manages and directs staff engaged in workforce development programs and activities related to planning, fiscal support, grant acquisitioning and monitoring, training, employment initiatives and/or program performance assessment. Work involves providing consultation and guidance to supervisors regarding the assignment and monitoring of work and resolution of employment-related problems and issues. Work also involves interceding in the resolution of particularly difficult problems and providing consultation to executive staff regarding status and progress of projects and program activity. Work is reviewed by the Executive Director for timeliness, soundness of decision-making and adherence to established objectives and policies.

    Duties/Responsibilities:

    • Manages, directs and participates in the continuous review and analysis of workforce development program initiatives to ensure attainment of stated program goals and objectives.
    • Be able to work with employers and businesses to create jobs for clients with disabilities.
    • Be able to develop business plans, execute and manage projects.
    • Works with staff professionals, local officials and other partner representatives to coordinate development and enhancement.
    • Directs and participates in the development of program operating procedures.
    • Develops, through individual and group programs, the efficiency and skill of clients.
    • Plans, directs and participates in training activities.
    • Participates in conferences, seminars and task force initiatives.
    • Performs the full range of supervisory duties.
    • Employees in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.
    • Performs other related duties.

    Qualifications:

    • Minimum 4-5 years of experience in workforce development programs for people with disabilities.
    • Bachelor's degree in a related field (e.g., Social Work, Psychology, Education)
    • Knowledge of Federal and State laws, policies and procedures applicable to workforce development programs for people with disabilities.
    • Knowledge of the principles and methods of personnel administration and employee supervision.
    • Ability to evaluate workforce development programs for effectiveness and make program improvements.
    • Ability to perform the full range of supervisory duties.
    • Ability to analyze program data and prepare summaries with conclusions and recommendations.
    • Ability to establish and maintain effective working relationships.
    • Ability to express ideas effectively orally.
    • Ability to express ideas effectively in writing.
    • Experiences in worker's cooperatives is highly valued
    • Experience in the non-profit sector and grant management is a plus

    Job Type: Full-time

    Pay: $65,000.00 - $70,000.00 per year
