Community Development Manager manages the economic development lending activities to support or subsidize improvements in the community. Ensures company visibility is established in the area and promotes relationships with groups, agencies, and organizations in the community to identify lending and other business development opportunities. Being a Community Development Manager evaluates the current and future credit needs of the community and develops a strong understanding of the local issues and needs. Actively monitors public programs that support community development initiatives. Additionally, Community Development Manager initiates policy changes or enhancements to ensure compliance with Community Reinvestment Act (CRA) and other regulations. Makes recommendations to expand and develop lending programs. Requires a bachelor's degree. Typically reports to a director. The Community Development Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Community Development Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     The Community Manager will be responsible for managing Property Managers and Resident Care Coordinators at assigned properties and ensuring efficient operation/reporting of those properties under the direction of the Director of Property Management. Responsibilities Manages and supervises the property management staff, Property Managers, Occupational Specialists, Resident Care Coordinator and the administration and general operations of assigned properties.
    • Provide oversight of assigned Property Mangers timeliness and accuracy of recertification, move-ins, move-outs and rent collections.
    • Ensures resident records Property Managers comply with company polices, state and federal regulations (HUD and NJHMFA)
    • Reviews and approves all resident files and documents submitted by Property Managers prior to submitting to the Director of Property management and compliance team
    • Maximize rent revenue of assigned properties.
    • Provide Director of Property Management with scheduled data reports of each assigned property.
    • Manage resident relations and request including conflict resolution while maintaining a strong sense of community.
    • Utilize Yardi system to monitor Property managers’ work progress

    Experience and Skills: Qualifications
    • High school degree or equivalent, Bachelor’s Degree, preferred
    • Possess at least one of the following certifications: Certified Occupancy Specialist, Certified Property Manager, Certified Professional of Occupancy, or Certified Apartment Manager
    • Four (4) or more years of experience in a property supervisory management experience.
    • Experience in affordable housing
    • Proficient knowledge of YARDI software
