    Job Summary


    This position serves as the chief communications, community engagement, and recruitment Director for the Commissioner at the Minnesota Department of Corrections. With a key role on the Commissioner's executive team, the incumbent serves as a strategic advisor to the Commissioner and agency leadership on communications, reputational risk, and community engagement and is responsible for advancing, promoting, and protecting the Department's culture, values, and mission . The incumbent ensures an integrated approach to external and internal communications. The incumbent is also responsible for advising executive management with actionable direction on communications strategy to advance operations, legislative proposals and relations, legal affairs, and other matters . Additionally, the incumbent leads community engagement for the Commissioner, including engagement with families impacted by the Department's mission and work, non-governmental community stakeholders, and others to support the Department's mission and policy agenda.

    This position is responsible for developing and implementing a branding strategy that advances the DOC's mission, promotes the DOC as a public safety employer of choice, ensures a consistent and effective brand message, and provides for innovative approaches to meet the goals and priorities of DOC facilities, community services, and other units . The incumbent also plays a lead role in crisis management and response, including serving as the primary spokesperson both during crises and more broadly . As a senior leader, this position involves significant discretion and substantial involvement in the development, interpretation, and implementation of Department-wide policies and services, and is responsible for representing the Department to key stakeholders and the public .

    This position also develops, implements , and monitors recruitment/talent acquisition and retention practices for the Department of Corrections . This position develops and analyzes metrics and qualitative data to improve service delivery and the effectiveness in the areas of recruitment and retention . This position works with Human Resources Leadership and the Communications and Recruitment Director on statewide referral, hiring incentives, and retention programs .

    Qualifications

    Minimum Qualifications

    The following qualifications are required of all applicants seeking consideration for this position:

    • Five (5) years professional communications experience that includes strategic planning, implementation, and administration of an organization's communications program with oversight and expertise in several communication areas (i.e. media relations, social media, visual communications, internal and external communications). *A Bachelor's degree in Communications, Public Relations, Journalism, Marketing, or related field may substitute for 1 year of professional communications experience

    • Demonstrated leadership experience . Leadership experience can include experience as a supervisor, lead worker, team lead or project lead, or completion of a State of Minnesota leadership program (e.g. ELI or SLI).

    Applicants that meet the above minimum qualification will be further evaluated on the following :

    • Communication skills sufficient to write succinct and clear content, talking points, reports and plans and facilitate meetings with varied and diverse stakeholders

    • Experience developing and maintaining relationships with partners and stakeholders at all levels

    • Ability to adapt to changing priorities with multiple and varied assignments

    Preferred Qualifications

    The following qualifications are strongly desired of applicants seeking consideration for this position:

    • Master's degree in Communications, Public Relations, Journalism, Marketing, or related field
    • Broad understanding of the department's agenda/strategic plan, diverse programs and services and policies
    • Experience and training in areas of research and strategic marketing, communications, and planning
    • Strong knowledge of political process and/or experience working in a political environment
    • Ability to manage complex and/or politically sensitive communications efforts while remaining calm and professional even under stressful circumstances
    • Teamwork, team building, and leadership skills sufficient to build positive, professional work relationships with all levels of an organization and with public and private sector partners
