    JOB DESCRIPTION:

    Please note: This is a Three (3) year project position with benefits.

    This position is responsible for maintaining compliance of terminals with federal regulations, as well as the Office of the Chief Security Officer’s (OCSO) Airport Security Guidelines Manual (ASGM), and Airport Rules and Regulations. This position will be directly responsible for enforcing the Airport Security Program (ASP), implementing TSA’s Security Directives (SD) and National Amendments (NA), providing regulatory guidance to all parties and stakeholders involved in the operation of terminals, airport operations personnel, terminal operator construction, unarmed security guard contractor, Computerized Access Control System (CACS) contractor, security auditing contractor as well as providing security guidance, audits and enforcement of security rules and periodic enhancements to tenants and third party contractors performing security duties at the airport (e.g. Security Services Permit holders). The incumbent will also serve as the authoritative lead on security matters to terminal security staff and act as an Alternate Airport Security Coordinator (ASC) in the absence of the Airport Security Manager. This position must be able to work occasional weekend, evening hours, and rotating shifts as circumstances may dictate, including response to the airport during security and/or weather emergencies.

    This position is one of high trust and is responsible for confidential and sensitive security information. This position requires TSA secret security clearance.

    Responsibilities:
    • Maintain terminal regulatory documents, which involves writing amendments for the TSA Federal Security Director (FSD) and enforcing tenant compliance with the programs. In addition, ensure tenant compliance with Port Authority rules and requirements.
    • Assist in strategic planning on all matters involving the ASP.
    • Serve as the supervisory point of contact for the terminal tenants and operators regarding construction security matters, which are responsible for making terminal construction security arrangements including developing security plans for the construction sites, containment of workers and inspection and escorts of vehicles/people, and terminal construction site activities for compliance with TSA and Port Authority security requirements.
    • Supervise agency Airport Operations Field Supervisory staff (FS) in their round-the-clock security responsibilities related to terminals.
    • Oversee, ensure quality control checks and provide general directions to terminal tenant/operators lead security teams.
      • Coordinates corrective actions related to security findings to ensure tenant/operators are addressing security issues
      • Prepare responses and execute corrective measures for audits performed by Port Authority Audit and/or the TSA.
    • Serve as an authoritative lead on security operations and policy, and provide work guidance, direction, and counsel to the tenant/operator security teams for credentialing, contract management, physical security, technology, and other security matters, etc.
    • Review/Maintain/Develop/Implement security policies and Standard Operating Procedures (SOPs) for the security programs and propose revisions relating to terminals, as needed.
    • Develop and maintain collaborative relationships with the Transportation Security Administration (TSA), Customs and Border Protection (CBP), other federal agencies, terminal operators, PAPD, airport community and other Port Authority departments for efficient and effective terminal security operations.
    • Manage terminal Comprehensive Security Plans to ensure compliance with ASGM and other security measures as determined by the OCSO to address any emerging threats.
    • Manage or assist in the implementation of new or enhanced security systems and/or projects/programs.
    • Participate on security industry working groups involving research and report writing, conference calls regarding implementation of new TSA Security Directives impacting terminal operations.
    • Participate and/or lead agency security meetings regarding terminals.
    • Assist in airport emergency assignments including snow. Position may require rotating shifts and on call evening and weekend work.
    • Assist the PAPD, the Office of Inspector General (OIG) and other law enforcement agencies in special security investigations regarding terminal operations.
    • Coordinate with other Port Authority airports to ensure consistent regulatory compliance.


    Minimum Requirements:
    • A bachelor’s degree from an accredited college or university in Business Administration, Aviation Management, Homeland Security or another related field.
    • Three or more years of aviation security or operations experience at the supervisory level or equivalent to the responsibilities of the position at a commercial service airport, which includes maintaining an ASP, Aircraft Operator Standard Security Program (AOSSP), and implementation/interpretation of TSR1500-series regulations and corresponding SDs, NAs or AOSSP changes.
    • Must be able to work occasional overtime hours, weekend and evening hours, and rotating shifts as circumstances may dictate, including response to the airport during security and/or weather emergencies.
    • Must be able to obtain TSA security clearance after hiring.
    • The selected candidate will be required to undergo a background investigation conducted by the Port Authority Police Department (PAPD).


    Desirable Requirements:
    • Three years of contract administration and monitoring of contractor performance.
    • Knowledge of and/or ability to learn Port Authority and Aviation operating policies and procedures including those related to contract administration, budgeting, staffing, and contract development.
    • Knowledge of and/or familiarity with Transportation Security Administration Security Regulations 49 CFR 1540, 1542, 1544 and 1546.
    • Knowledge of Title 14 CFR Part 139, pertaining to airport safety, certification and operations.
    • Knowledge of and/or familiarity with security Air Terminal Rules and Regulations,
    • Knowledge of and/or familiarity with Port Authority Airport Security ID Card Program, audit program, and security standard operating procedures.
    • Demonstrated ability to work in a fast-paced environment, develop long term solutions to complex problems and provide outstanding customer service
    • Ability to effectively interact with internal and external management and governmental agencies.
    • Strong, proven, oral, written communication and presentation skills.
    • Proficiency with Microsoft Office software programs, specifically, Excel, Outlook, Word, and Power Point.


    Note: The successful candidate must be able to pass a criminal history records check, as mandated by 49 CFR 1542, and meet all requirements necessary to obtain and maintain a Security Identification Display Area (SIDA) Card and airfield driving privileges.
