      Supervisor of Special Education – Compliance (PK-12)

      POSITION OVERVIEW
      Under direction of the Director of Educational Resources, The Supervisor of Special Education compliance expectations and indicators of special education, aligned with research based instructional strategies, supports and services, and inclusive practices.

      ESSENTIAL DUTIES AND RESPONSIBILITIES
      The following information is intended to describe the overall nature and scope of the work being performed in relation to the position. This is not a comprehensive listing of all the responsibilities or tasks; other work may be assigned when deemed appropriate:
      • Implement policies and procedures of the Administrative Manual: Programs for Exceptional Children (AMPEC) and the local operational plan for Special Education
      • Work in conjunction with the Director of Educational Resources to carry out the District's Strategic Plan and curricular initiatives
      • On a regular basis, visit special and regular education classrooms to observe and evaluate the effectiveness of instructional programming. (DPASII)
      • Lead and provide monthly Professional Development to Educational Diagnosticians at the elementary and secondary level
      • Determine whether daily instruction corresponds to goals and objectives of the student’s individualized education program (IEP)
      • Monitor buildings and support schools in meeting targets established by the LEA Annual Report Card
      • Focus on compliance indicators aligned with instruction, specifically indicators 4,9,10,11,12, and 13 by developing a long-range plan for increased effectiveness
      • Ensure that all reports, records and other documents require or administratively useful for 1) currently identified students; 3) students transferring into the District; 3) initial student referrals and placements; and 4) State/Federal reports
      • Ensure necessary reports are maintained in students audit files for all initial evaluations and three-year re-evaluations
      • Ensure pre-referral screening information/material(s) are complete for all students referred for special education services; professional development in problem solving process, monitoring of IST teams, monitoring of MTSS data
      • Serve as a resource person and provide support/technical assistance regarding special education issues to building principals, general and special education teachers, and related service staff.
      • Provide training to staff on IDEA and related state and local regulations and policies
      • Facilitate articulation of students receiving special education services transferring from grade to grade and from building to building
      • Support Part B of students evaluated through Child Find – ED of child find cases, provide professional development for private school staff, collaborate with NCC Child Find coordinators, & intake coordinator for speech referrals
      • Oversee out of district students (ICT), Virtual School students, unit count and PSIEP.
      • Ensure the compliance & efficacy of IST/MTSS programs
      • Oversee the Parent Resource Center - Create parent resource center including selection of materials, training/monitoring parent volunteers, ongoing surveying of parent participants, providing parent training classes
      • Disproportionality - elementary/secondary provide ongoing training/monitoring/evaluation of newly identified students in all disability categories
      • Monitor building level accountability and provide interventions and support for building level administrators to increase compliance
      • Attend state-level special education professional development opportunities as needed.
      • Conduct quarterly audits and fidelity checks to determine successful implementation of IEP supports and services
      • Confer with teachers and administrators to provide technical assistance for compliance and legal issues
      • On a regular basis, consult with teaching staff to assure that specific needs of the student are met as outlined in the IEP
      • Provide on-going consultative assistance, in conjunction with assigned special education teachers, to regular education teachers serving students with disabilities
      • Maintain information on and liaison with other public and private agencies and individuals who provide services to students with disabilities in the district
      • Disseminate information and training provided by the Special Education Department to district personnel, parents, and students
      • Oversee parent council meetings and parent instruction/training
      • Manage and prepare for audits on budgets of local, state and federal funding and grants as it pertains to students with disabilities
      • Other Duties as assigned by the Director of Educational Resources

      MINIMUM QUALIFICATIONS
      Below are the qualifications for this position:
      • Masters in Special Education
      • Eligible for Director of Special Education Certification
      • Knowledgeable of all IDEA guidelines, excellent communication, organizational, and computer skills.
      • Knowledge of IDEA laws and regulations
      • Must understand and be able to lead and coordinate the compliance-driven special education indicators (4, 9, 10, 11,12, and 13)
      • Criminal background check, tuberculin testing, and health verification.
      • Minimum of 5 years teaching experience in a public-school special education classroom/program
      • 3 – 5 years administrative experience at the school or district level

      PHYSICAL REQUIREMENTS

Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly. The employee must possess normal cognitive abilities including the ability to learn, recall and apply certain practices and policies. Frequently sitting and/or remaining in a stationary position for long periods of time. Exerting up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.

      PHYSICAL AND ENVIRONMENTAL CONDITIONS
      The work of this class is generally performed in a school environment. Work may require the ability to move around the school and classroom.

      PRE-EMPLOYMENT REQUIREMENTS
      • All persons employed by the Appoquinimink School District are required to submit a criminal background check and a tuberculosis test.
      • Anyone offered employment is required to provide the following: proper identification (Social Security Card and Driver’s License), documentation of eligibility for employment in the U.S.A., completion of I-9 form, and completion of paperwork for the Delaware Child Protection Registry.
