FINANCIAL MANAGEMENT ANALYST (Title 32)

  • Duties

    1. Performs developmental assignments. Performs developmental assignments of moderate difficulty where work procedures are established and a number of specific guidelines exist. Work assignments consisting of a series of specific and related tasks have been selected to orient the employee in the practical application of basic occupational principles, concepts, and techniques. Assignments are combined with training to further develop analytical skills and techniques in the occupation. Assistance in solving problems is available from the supervisor or a higher-graded employee.

    2. Performs recurring assignments. Independently performs recurring assignments of limited, but gradually increasing, difficulty and complexity. The incumbent is responsible for locating and selecting the most appropriate guidelines and procedures for application, and making minor deviations to adapt the guidelines to specific cases. Analyzes routine problems that are encountered and resolves them. Refers deviations, problems, and unfamiliar situations to the supervisor for assistance.

    3. Participates in special initiatives, studies, and projects. Works with other specialists in planning and conducting special initiatives, studies, and projects. Assists in preparing reports and briefings outlining study findings and recommendations.

    4. Prepares written correspondence and other documentation. Drafts or prepares a variety of documents to include newsletter items, responses to routine inquiries, reports, letters, and other related documents.

    5. Performs other duties as assigned.

    Conditions of Employment

    NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.

    Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed below. Selectee will be required to wear the military uniform.

    Military Grades: Enlisted

    • Minimum Military Grade: NLT E-2/Amn
    • Maximum Military Grade: NTE E-5/SSgt

    Compatible Military Assignments: Selectee must be a member of the Arkansas Air National Guard and be assigned to the 188th Wing in a compatible military position in Air Force Specialty Code (AFSC) 6F0X1. Must become compatible in the AFSC within 12 months of appointment.

    IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

    Males born after 31 December 1959 must be registered for Selective Service.
    Federal employment suitability as determined by a background investigation.
    May be required to successfully complete a probationary period.
    Participation in direct deposit is mandatory.

    Qualifications

    GENERAL EXPERIENCE:

    In addition to OPM general experience, evaluate applicant's knowledge, skills, and abilities for:

    • Skill in collecting and analyzing data effectively, efficiently, and accurately;
    • Skill in applying procedures and directives by reading and interpreting program material;
    • Skill in presenting formal training presentations and briefings;
    • Ability to prepare reports and presentation formats.


    SPECIALIZED EXPERIENCE:

    All personnel must be certified at the next higher level before being eligible for that level. Experiences gained through military technical training schools are included in the one-year on-the-job experience. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the occupational series and grade. The applicant's educational degree study program or military or civilian academic courses may substitute for some specialized experience.

    • Knowledge of business, financial and management principles and practices sufficient to assist in the administration of stakeholder organizations, budget and accounting methods and controls.
    • Knowledge and skill in audit and internal control program to identify problem areas and determine the action required to improve operating program effectiveness and prevent waste, fraud and abuse.
    • Knowledge of multi-organizational missions and functions, administrative regulations and operating procedures and program goals as they relate to the Organization.
    • Knowledge of all major administrative support functions, such as supply, manpower management, budget, procurement, and personnel necessary for the day-to-day operation of organization.
    • Knowledge and ability to present information orally and in writing to develop reports with recommendations to improve effectiveness and efficiency of work operations.
    • Knowledge and ability to apply fact finding and investigative and evaluative techniques to issues related to the management of subordinate organizations.
