The purpose of this Management Analyst 5 is to serve as the subject matter expert in the development, implementation, and maintenance of the performance measurement and monitoring systems, collaborating with leadership and cross-agency teams to enhance systems alignment, and ensure reliable and accurate reporting of performance metrics. The Data Team (DATA) is responsible for overseeing the implementation, maintenance, and enhancement of data management, analytics, and reporting systems that support the Health Care Authorities’ (HCA) mission and objectives, as well as improving and monitoring agency and program performance to ensure accountability and alignment with all agency activities.

The division of Clinical Quality and Care Transformation (CQCT) makes clinical policy decisions to guide health care coverage, to maintain quality standards, ensure evidence-based practices for our clients’ healthcare, and to support statewide care transformation.
About the position:
This Management Analyst 5 (MA5) serves as the subject matter expert at HCA providing expertise in the development, implementation, and maintenance of performance measurement and monitoring systems, guiding best practices, collaborating with leadership and cross-agency teams to enhance systems alignment, and ensuring the reliable and accurate reporting of performance metrics to support data-driven decision-making and improve outcomes for Washingtonians. This position has primary responsibility to support the routine monitoring of key performance metrics across HCA’s divisions. The management analyst will provide leadership in all aspects necessary to sustain the monitoring system, including planning, communicating, conducting data analysis, and analyzing business processes.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Duties
Some of what you will do:

Provide leadership in the development and maintenance of a comprehensive tracking and monitoring system for performance metric reporting.

Research, design, make recommendations, and implement scalable solutions along with best practice approaches for the agency performance management system and the Governor’s Results Washington system for the intended purpose of improved reliability and accuracy of information being provided to the Governor’s office and the Legislature.

Collaborate with HCA IT, WATech, Microsoft, DES and program subject matter experts to develop and implement sustainable methods for tracking and monitoring performance measures in a manner that enhances interagency systems alignment that result in greater efficiencies for Washington taxpayers.

Develop and implement agency-wide communication strategies around performance metrics with broad impact across departments and business units. Plan, facilitate, and provide expertise in key performance metrics in meetings with members of leadership at various levels throughout the agency, with other state agencies, and with external entities for the intended purpose of improving business processes that result in improved outcomes for Washington citizens.

Use a variety of analysis tools to collect, store, manipulate, visualize, and interpret data.

Communicate and present the findings of complex, multidimensional data analyses effectively in written and oral formats to a diverse group of stakeholders. Facilitate meetings with employees at various levels throughout the agency to gain an understanding of business processes and associated data uses.

Analyze the recursive relationship between business processes, data collection, data uses, and data analysis. Coach, instruct, and develop business process owners and improvement teams regarding the use of data in decision-making. Collaborate with business process owners to develop, gather, and analyze meaningful performance measures to demonstrate the value and results of efficient and effective business processes.

Creating documentation that defines standard work processes.
Qualifications
Required qualifications:
Qualifying candidates will meet one of the following criteria options:
Option 1:
-
Master's degree from an accredited college or university in business administration, public
administration, public health, health administration, or a related field.
-
Intermediate or advanced experience with Microsoft Office product suite (primarily Excel, PowerPoint, SharePoint).
-
Three (3) years’ experience in two (2) or more of the following areas:
-
public policy analysis
-
leading business projects
-
business process analysis
-
process improvement methodology
-
research and data analysis
Option 2:
-
Bachelor's degree from an accredited college or university in business administration, public administration, public health, health administration, or a related field.

Intermediate or advanced experience with Microsoft Office product suite (primarily Excel, PowerPoint, SharePoint).

Five (5) years’ experience in two (2) or more of the areas listed in option 1.
Option 3:
-
Associate's degree from an accredited college or university in business administration, public administration, public health, health administration, or a related field.

Intermediate or advanced experience with Microsoft Office product suite (primarily Excel, PowerPoint, SharePoint).

Seven (7) years’ experience in two (2) or more of the areas listed in option 1.
Option 4:

Intermediate or advanced experience with Microsoft Office product suite (primarily Excel, PowerPoint, SharePoint).

Nine (9) years’ experience in two (2) or more of the areas listed in option 1.
Preferred qualifications:
-
Green Belt or Black Belt Lean Six-Sigma Certification.

Experience with qualitative and quantitative data analysis.

Intermediate or advanced experience with Microsoft Power BI.
