DAY SERVICES SUPERVISOR
RESPONSIBLE TO: Residence Coordinator Supervisor/Designee
FUNCTION:
To carry out the Day Services mission by ensuring the smooth, efficient and effective operation of an assigned Day Habilitation Program. To supervise program staff and assist them in providing quality services to Day Habilitation participants. Under the direction of the designated supervisor, ensures that services and program records are in compliance with all applicable regulations and standards. To ensure the smooth delivery of day habilitation services. As part of the management team, is responsible for carrying out the agency and program mission in developing and implementing program guidelines and procedures.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Ability and willingness to work in a cooperative and professional manner with others both within and outside of the department and organization. Commitment to the department and the Agency. Motivation to continually improve services for those individuals served. Knowledge of or ability to learn regulations governing Day Habilitation Programs in New York State. Self-direction and the ability to organize time well and manage multiple responsibilities effectively and in a timely fashion. Reliability, adaptability, and good judgment. Excellent verbal and written communication skills. Ability to complete all necessary reporting in a timely manner. Physical condition commensurate with the demands of the job.
MINIMUM QUALIFICATIONS:
Day Services Supervisor I:
High school diploma or GED plus five (5) years work experience with favorable work history, preferably in a field of human services; Minimum of one (1) year of which was management/supervisory/administrative capacity. Experience serving individuals with disabilities, including treatment/service planning strongly preferred.
.Day Services Supervisor II:
Associate Degree plus five (5) years work experience with favorable work history, preferably in a field of human services. Minimum of one (1) year of which was management/supervisory/administrative capacity. Experience serving individuals with disabilities, including treatment/service planning strongly preferred.
Day Services Supervisor III:
Bachelors Degree plus five (5) years of progressive work experience, preferably in a field of human services. Minimum of one (1) year of which was management/supervisory/administrative capacity. Experience serving individuals with disabilities, including treatment/service planning strongly preferred.
Minimum of two (2) years of which were management/supervisory in nature. Experience serving individuals with disabilities, including treatment/service planning and experience supervising direct care and direct support staff preferred. Experience serving individuals with complex behavior and/or medical concerns strongly preferred.
NOTE: A degree can be substituted for experience as cited above on a year for year basis. Management reserves the right to fill vacant positions with individuals who possess advanced education as necessary
Participation in agency Leadership Career Path maybe substituted for one (1) year of management/supervisory experience.
SPECIFIC DUTIES:
SUPERVISION:
- Responsible for providing administrative supervision of assigned Day Services staff, including, but not limited to:
- Provides supervision, direction, motivation and coaching of staff during the program day.
- Hiring, firing, discipline, performance evaluation, in-service education and training, and ensuring that there are an adequate number of staff to fulfill assigned responsibilities.
- Approves staff schedules, ensuring sufficient staffing for the department. Coordinates groups and staffing for rooms/programs on a daily basis to ensure adequate coverage
- Handles attendance records and staff requests for time off through time and attendance system,
- Coordinates staff orientation with the Training Department. Ensures new hires and regular staff receive ongoing trainings. May develop new trainings based upon department need.
- Oversees all aspects of the workforce including timely completion of new hire paperwork, disciplinary action and other personnel-related matters.
OPERATIONAL:
- Responsible for handling daily issues that arise, including but not limited to:
- Ensures staff have materials and equipment they need to implement program plans and follow daily lesson plans.
- Works with other agency departments as needed to resolve these issues, e.g. Maintenance, Environmental Services, Information Technology, and Transportation.
- Communicates with the Residence Coordinator Supervisor/designee regarding any issues involving participants, staff or facilities.
ADMINISTRATIVE:
- Responsible for providing administrative oversight in assigned area(s) including but not limited to:
- Maintains ongoing awareness of and ensures compliance with pertinent government regulations, as well as, with agency and program policies and procedures, including policies outline in the collective bargaining agreement between TRC and TRCUEA.
- Works closely with Supervisors and Habilitation Specialists/Case Managers to ensure smooth delivery of day habilitation and /or individual treatment plans to all participants.
- Reviews any corrective actions taken as well as notifications made to ensure they are adequate per policy/procedure. Ensures any recommendations resulting from investigation into incidents are addressed.
- In conjunction with the Residence Coordinator Supervisor/designee, ensures fiscal stability of respective programs and services.
- Maintains open communication between all parties to ensure ongoing positive support for participants.
- Serves as liaison with other TRC departments and outside providers.
- Participates in various committees and meetings as needed or assigned, representing Day Services through active participation on agency committees, conferences, and in community activities.
- Actively participates in IDD Services Management Team meetings.
- Ensures Evacuation Plans are current.
- With the assistance of department staff assigned to direct program admissions, and under the direction of the Residence Coordinator Supervisor/designee, oversees the intake of new participants into the day habilitation program in assigned areas of responsibility.
- Maintains Day Services program policy and procedure manual including development, revision, and implementation as needed or assigned.
- Ensure facility maintenance and cleaning are completed as necessary, in conjunction with TRC Maintenance and Environmental Services. Ensures appearance and operation of the facility meets requirements.
- Makes recommendations on the purchase of vehicles, ensures regular maintenance on vehicles - including lifts and wheelchair tie-downs, and ensures timely completion of repairs as necessary. Works with other departments in sharing of vehicles, per Vehicle Optimization Group recommendations.
QUALITY ASSURANCE:
- Services, including but not limited to:
- Assists with response to deficiencies from audits, internal reviews of the program, and/or Medicaid surveys and implements Plans of Corrective Action for any identified deficiencies.
- Periodically checks to ensure that daily, monthly/quarterly and annual reporting is complete, accurate and submitted in a timely manner.
- Assists in ongoing evaluation of program effectiveness by completing internal Quality Assurance Reviews and Supervisor observations.
CLINICAL:
- Reviews Lesson Plans to ensure activities are person-centered, functional, age-appropriate and of good quality.
- Participates in ISP/Life Plan and team meetings as needed to address participant issues.
- Addresses and works to resolve any issues with the coordination of behavioral, medical, clinical services.
- Participates in Council of Quality Leadership certification and Personal Outcome Measurements by becoming an interviewer and completing interviews as required annually.
OTHER:
- Expected to work a minimum of 4 holidays per year within designated home.
- Other duties as assigned by the Residence Coordinator Supervisor/designee.
