  • Position Summary

    Position is responsible for providing architectural assistance and technical advice to the Preservation Commission, the staff, the City and the public regarding the restoration, rehabilitation and preservation of historic and architecturally significant structures within Indianapolis and to administer the Certificate of Appropriateness process in locally designated historic areas.     Position Responsibilities

    Advises and assists the Commission, staff and other agencies on appropriate rehabilitation, sympathetic and adaptive re-use of historic and architecturally significant structures. Advises and assists property owners on appropriate rehabilitation or sympathetic new construction to maintain consistency with preservation philosophy, proper construction techniques and historic area plans. Assists with daily administration of the "Certificate of Appropriateness" process for all construction activities within historic areas, to include: processing and reviewing applications; advising and assisting applicants to make their plans consistent with design guidelines; providing written and oral recommendations to the commission and hearing officer; assisting to enforce compliance with approved certificates of appropriateness and with applicable codes, ordinances and statutes. Responsible for reviewing and managing certificate of appropriateness applications and zoning petitions for Preservation Commission hearings. Makes decisions on granting certificates of appropriateness for applications delegated to staff by the commission. Serves as Hearing Officer, as delegated by the commission, and conduct administrative public hearings. Assists in preparing historic preservation environmental reviews for HUD funded projects and activities. Provides technical and design assistance to persons involved in restoration and rehabilitation of historic resources throughout Marion County. Assists in the development of design guidelines. Makes occasional presentations to organizations regarding historic preservation generally and the IHPC specifically. Assists in the enforce of the commission's authority as established by state statute. Attends neighborhood and other organization meetings as assigned. Interacts with staff of IHPC, DMD, and other City departments; state and federal agencies; applicants for certificates of appropriateness, variances and rezoning; neighborhood organizations; representatives property owners and residents; City-County councilors; general public. This list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities that management may deem necessary from time to time

    Qualifications

    Master's Degree (or equivalent 5-6 year Bachelor's Degree) in Architecture; a Master's Degree in Historic Preservation; or similar degrees in a related field (Landscape Architecture, Interior Design, Urban Planning or Urban Design). A related Master's Degree or an additional two (2) years directly related work experience is preferred. A valid Indiana driver's license required. Ability to communicate effectively verbally, graphically and in writing. Knowledge of the Secretary of the Interiors Standards. Ability to read and interpret construction drawing and specifications. Understanding of construction materials, restoration techniques and historic architectural styles. Knowledge of zoning and land use laws. Ability to perform work assignments in a professional manner. Knowledge of the principles and practices of preservation. Ability to use a personal computer and become familiar with computer hardware/software.

    Independent Judgment

    Actions are controlled by policies and procedures established by the City and the IHPC. Independent judgment is exercised when gathering and analyzing data, drawing valid conclusions from data collected, coordinating activities and making decisions regarding the approval of certificates of appropriateness, as delegated by the IHPC. A supervisor is available if needed and provides limited guidance. The majority of work is performed independent of direct supervision. Work is reviewed as needed.
