The Contracts Specialist is responsible for a wide variety of procurement and contracting duties including drafting contracts, and interagency agreements; preparing bidding documents and conducting bidding processes; ensuring all legal, insurance and bonding requirements are met prior to contract execution; preparing reports; recording documents; maintaining the contract log and filing system; and administering contracts. The position also manages the Agency’s records. The position requires demonstrated skill in public procurement and contracting for formal and informal bidding processes and proven experience in all phases of the contract’s lifecycle. The Contracts Specialist works independently on assigned contracting tasks with
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Duties include but are not limited to:
- Maintains comprehensive information on all purchasing contracts for the County
- Reviews departmental requisitions for compliance with State and County purchasing rules and guidelines
- Advises County departments on how to best utilize various regional/state/national purchasing contracts for the best interest of the County
- Converts requisitions into purchase orders
- Administers the processing of bids, including the mailing of specifications, conducting bid openings and tabulating bid results
- Develops and maintain working relationships with internal customers to continually identify and address needs
- Contributes to and support ongoing efforts to identify, recommend and implement new systems or processes that add end-user value, enhance the procurement process and improve customer satisfaction
- Provides assistance to County staff in purchasing rules and regulations
- Prepares renewal contracts for each fiscal year
- Seeks opportunities for vendors to pursue affiliation with various cooperative purchasing
- groups
- Maintains currency through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses
- Provides support in the development of procurement training programs
- Assists in the development of training programs to deliver to County departments to create awareness and rationale, intent and motive
- Assists with management of purchasing contracts
- Collaborates with other Purchasing staff members on cooperative purchasing contract
- opportunities
- Seeks ways to improve the purchasing process
- Performs other duties as requested

MINIMUM EDUCATION and/or EXPERIENCE:
- High school diploma or General Educational Development Certificate (GED).
- Bachelor’s degree preferred; but not required.
- Prior experience in use of New World software and programs, preferred.

WORK ENVIRONMENT:

While performing the duties of this position, the employee may be required to travel.
