Contracts Administration Director is responsible for all activities in the organization's contracts administration function. Oversees the preparation of proposals, negotiations, and the administration of contracts that follow company policies and legal requirements. Being a Contracts Administration Director directs and develops policies and processes that govern the contract administration staff and provide guidance on contract terms and the assessment of contract proposals. Has deep knowledge of the contract life cycle, types of contracts, and applicable government regulations. Additionally, Contracts Administration Director leads negotiations for complex or high-value contracts. Typically requires a bachelor's degree or equivalent. Sometimes requires certification like the NCMA Certified Professional Contract Manager (CPCM). Typically reports to senior management. The Contracts Administration Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Contracts Administration Director typically requires 3+ years of managerial experience.     SUMMARY

    An employee in this classification, under the supervision of the Director or Assistant Director of Service and Support

    Administration is responsible for the supervision and monitoring of Service and Support Specialists (SSA).

    SUPERVISORY RESPONSIBILITIES

    Supervises and orients individuals assigned to the department.

    DUTIES

    70%

    • Reviews and monitors development of Individual Service Plans (ISPs) to ensure that: o The individuals/families/guardians have been involved in decisions that affect their lives, had their needs, desires and preferences considered, and have been supported in making all decisions regarding the provision of services; o Individual needs are identified using psychosocial assessment skills and addressed with appropriate supports and services; o Individuals access available natural supports and community resources; o Plans reflect efficient and responsible use of public funds; o Plans are person-centered and assure individual health and welfare; o Alternative services and funding sources are accessed as needed;
    • Responsible for the development and implementation of staff functions mandated in Ohio laws and regulations.

    Develops and maintains relationships with community partners such as social service, vocational, criminal justice system, schools and hospitals. Initiates and/or participates in activities with these partners to effectively coordinate and share community resources.

    • Supervises staff in order to assess work performance, identifying areas of improvement, ensuring goals, deadlines and performance are met.
    • Facilitates effective communication and working relationships with employees, provider agencies and organizations to address individual needs.
    • Authorizes individual contracts for service such as ISP, Cost Projection Tool (CPT), and cost worksheets while ensuring individual needs and desires are met in a cost-efficient manner.
    • Supports staff and represents the Board’s interest in Medicaid Hearings when individuals served dispute service plans.
    • Responds to concerns, crises, and/or requests for assistance from individuals served, community, family, and providers.
    • Promotes and participates in educational awareness activities and events.
    • Ensures Service and Support Specialists (SASS) address trends and patterns of Unusual Incidents (UI) and Major

    Unusual Incidents (MUI) and amend service plans to include prevention plans that address causes and contributing factors.

    • Ensures that each individual served has representation and advocacy.
    • Monitors activities to ensure compliance with all applicable rules, regulations, laws, policies and procedures, collective bargaining agreements, and Board mission, vision and core values.

    • Acts as liaison for individuals served, families, and Department in association with internal and external committees, departments and agencies.
    • Prepares a variety of reports, records, training and informational materials, correspondence and other communication on behalf of the Department and the Board.

    • Establishes eligibility for services.
    • Attends meetings, conferences and seminars.
    • Performs other related duties as required.

    WORKING CONDITIONS

    • Position may involve exposure to individuals with medical and behavioral risks.
    • Will require evenings and weekends, and locations convenient for individual(s) served/family served by the Board

    KNOWLEDGE, SKILLS, & ABILITIES

    • Knowledge of community resources, programs, services and supports for individuals served.
    • Knowledge of local, state and federal laws, rules and regulations involving services.
    • Counseling, public relations, communication, group facilitation and supervisory skills.
    • Ability to use sound judgment in dealing with a variety of situations.
    • Ability to establish and maintain harmonious relationships.
    • Ability to develop and implement creative solutions that appropriately addresses the needs and choices of individuals served.
    • Effective organizational and responsive communication skills.
    • Ability to use basic math and spreadsheet software to provide direction to staff and financial oversight for individual budgets, staffing ratios, Medicaid match.
    • Ability to supervise and manage staff in various capacities; including proven experience in mentoring or coaching direct staff to higher levels of performance.
    • Adherence to principles of good management practices as outlined in the “Expectations for Effective Leadership and Management Practices.
    • Ability to promote an inclusive environment for all board staff, individuals served, families, and providers.

    QUALIFICATIONS, EDUCATION, & EXPERIENCE REQUIREMENTS

    • Bachelor’s degree in Rehabilitation, Counseling, Social Work, Nursing, Special Education, Early Intervention or related field.
    • Four (4) years of full-time paid experience in programs or services for individuals with developmental disabilities.
    • One (1) year of supervisory experience.

    CERTIFICATION, REGISTRATION AND LICENSURE

    • Valid SSA certification issued by DODD.
    • Valid Driver’s license with acceptable driving record.

    TRAINING

    • Training as required by the Board and DODD.
    • CPR/AED and First Aid.
