The Assistant Manager of the Research & Analysis team supports the Manager in leading the team by providing support to team members, reviewing their work, identifying and implementing process improvements, and contributing to the development of departmental and organizational strategy. Further, the role involves organizing and conducting routine spatial and numeric data audits, maintaining the organization's tabular data, and contributing to research reports and projects that inform policymaking for the organization.
Essential Duties And Responsibilities
- Provide guidance, instruction, and mentorship to members of the team.
- Support the development of team-level strategy and objectives. Identify, test, and implement process improvements for the department.
- Lead cross-team projects with other departments and agencies.
- Conduct spatial, tabular, and statistical audits. Audit work of other staff to ensure accuracy, completeness, and consistency.
- Assist in the design of experiments that test opportunities to improve operations.
- Review data to determine operational impacts and needed actions; evaluate programs, policies, and proposals, elevate trends areas for improvement and opportunities to management.
- Assist in complex aggregation of data, developing reports, dashboards and the presentation of analysis results for decision making.
- Manage projects and analyze overall project performance.
- Provide analytical support for programs within the department.
- Perform data quality analyses and maintenance to ensure a high level of system accuracy.
- Provide technical oversight for integrating new technology or new initiatives into data standards and structures.
- Evaluate the design, selection, implementation, and support of database changes.
- Monitor and analyze information and data systems and evaluate their performance.
- Determine data needs, collection methods, and establish connections for resources.
- Comply with all state, federal, and company guidelines, rules and regulations.
- Other duties, as assigned.
Qualifications
- Bachelor's degree in Urban Planning, Public Policy, Public Administration, Geography, Statistics, Urban Informatics, Data Science, or related major required. Master's Degree, preferred.
- At least two (2) years of experience in economic development, real estate, project management, planning, public administration, program evaluation or other related professions.
- Experience working with, and standardizing, messy administrative data preferred.
- Experience working with cadastral data preferred
- Must have strong organizational, analytical, and problem-solving skills
- Demonstrated creativity and innovation skills
- Strong ability to multi-task, prioritize multiple projects simultaneously and work under tight deadlines.
- Ability to maintain a close attention to detail while working at high volumes.
- Strong organizational and time-management skills required
- Strong written and oral communication skills are required
- Proven track record of working in a highly dynamic and fast-paced environment
- Proficiency in the use of computers and software (Microsoft Office Suite (Word, Excel, PowerPoint, Access, Outlook)
- Ability to operate standard office equipment (e.g. a personal computer, wireless equipment, copier and fax)
- Proficiency with the following software: Microsoft Office Suite (Word, Excel, PowerPoint, Access, Outlook), Adobe version 10 or greater, are mandatory. Knowledge of R, Python, Tableau, SQL, ArcGIS Online, ArcPro and/or QGIS, Stata, statistical analysis, and data visualization theory strongly preferred. Experience working with Salesforce, or other databases preferred.
