Mission

Quantum Research is seeking Information Technology Program Support Analyst. This position will be part of the Cyber Security Operation Center services and will support our Corporate IT, Cyber/Cloud related programs that fall under our Corporate CIO.

Responsibilities

• Develop and implement EVM system and tools to track project performance
• Monitor and report on EVM performance metrics such as CPI, SPI, Baselines, etc.
• Develop and maintain Work Breakdown Structures (WBS) and monitor/update associated schedules and cost data
• Familiarity with Government report types such as Program Management Plans, Contractors Funds and Status Reports (CFSR) and Integrated Program Management Data and Analysis Reports (IPMDAR)
• Collaborate with other functions such as Finance, Contracts, Procurement, and Development for planning and reporting purposes
• Create and implement data management collection techniques
• Analyze data to determine better ways to implement corporate plans and practices
• Identify program needs based on data collected and analyzed
• Change Management - Ensure that all changes in programs and outcomes are well documented
• Perform data validation and implement quality control measures to ensure the continued success of programs
• Help create budgetary controls and financial management processes for specific programs
• Develop and maintain data and statistics in order to provide process improvement in IT and Business Systems for programs
• Assist with IT related procurement requests
• Create and maintain vendor relationships [EH1]
• Experience with SharePoint, Teams, Office 365 and Project
• Participate in program planning meetings
• Create reports and metrics for senior management
• Other duties as they relate to the IT contractual goals and company mission
  
  

Requirements

• Bachelor’s degree in Computer Science or equivalent STEM/ Business MIS or Finance degree
• 3-4 years IT or Business analytics may be considered in lieu of degree; technical certification a plus
• Experience working within the budget parameters, quality control, bills of material procurement of goods/services a plus
• Knowledgeable about EVMS such as Deltek Cobra or other similar solutions
• Understanding of the solution life cycle from inception to operation
• Strong technical documentation skills both in written and diagram form
• Ability to influence others and identify best solutions among many stakeholders
• Strong analytical and quantitative skills with the ability to break down and communicate complex issues, ideas and solutions/troubleshooting
• Ability to establish and track metrics related to key performance objectives, service levels and provide program and senior management metric support
• Ability to obtain /maintain a DoD Clearance if /when applicable
