Job Purpose: Collects, cleans, and interprets court data in order to answer questions and solve problems.
Works to improve data collection and reporting procedures. Utilizes knowledge of data processing software and strategies to help provide guidance to the court so as to allow for data driven decision making when possible.
Produces data reports for the Lucas County Juvenile Court.
Minimum Position Requirements:
Education/Training: Must possess a Bachelor’s Degree in statistical analysis, mathematics, economics, finance, criminal justice, computer science, or related field.
Master’s Degree in a related academic field preferred.
Experience/Knowledge/Background: Prefer 5 years of experience in data analysis in a social services setting.
Skills: Considerable knowledge of statistical methods of collecting and reporting data. The ability to express ideas verbally and in written form which objectively conveys meaningful data and clearly reflects program goals and outcome measures. Considerable knowledge of data and statistical measurement. Excellent knowledge of computer software including Microsoft Office including Excel and Access, statistical programs and publishing programs. Must have technical writing skills, computer programming coding skills, analytical and problem-solving skills, experience with statistical software, reporting and data visualization skills, and excellent attention to detail. Must be competent in using online video conferencing for communication, meetings, and trainings. Ability to work independently and also as a member of a professional team. Excellent time management and organizational skills.

Special Requirements: Must be a minimum of twenty-one (21) years of age; have a valid driver’s license; and submit to a pre-employment screening, a criminal record check and in-depth reference check. Must be able to multitask and work independently with minimal supervision while meeting established deadlines.

Essential Job Functions:
- Collects court data relevant to juvenile justice and child welfare practices, programs, and processes.
- Identifies the data LCJC wants to analyze.
- Clean data in preparation for analysis. Cleaning the data means maintaining the quality of data through a programming language mechanism so that interpretations won’t be wrong or skewed.
- Have expertise in the following data analytics tools: o Microsoft Excel o Google Sheets o SQL o Tableau o Jupiter Notebook o R or Python o SAS
- Analyzes the data
- Interprets the results of the analysis
- Creates logic models for programs to determine which outcome measures should be measured.
- Design data collection structures that measure program effectiveness and outcomes.
- Collects data related to various court programs in order to measure outcomes and program effectiveness.
- Documents and visually presents outcome measures in a way that is easily accessible and understandable to court staff, program managers and the public.
- Data forecasting: studies historical data and past patterns to forecast future patterns.
- Develops and analyzes survey tools for various programs and services.
- Prepares and updates court community reports/publications such as annual reports, newsletters, brochures and presentation documents for internal staff and community purposes.
- Prepares and presents data in written report formats for the purpose of dissemination.
- Collaborates with other data professionals to extract data figures, creating reports based on their findings, and monitoring key performance indicators (KPIs) to determine program/process success.
- Collaborate with team members to collect and analyze data
- Use graphs, infographics and other methods to effectively and understandably visualize data
- Establish KPIs to measure the effectiveness of business decisions
- Structure large data sets to find usable information
- Work with a staff to process information/data.
- Create presentations and reports based on recommendations and findings
- Provides data and relevant research for grant proposals.
- Disseminates research and evaluation findings and other relevant data to court staff and the larger community as directed.
- Presents data findings at conferences/meetings as directed.
- Acts as a resource to staff and/or grantees regarding program evaluation, design, and implementation.
- Assists in the preparation of the Court’s annual report and various other publications.
- Provides training and technical assistance as directed.
- Develop clear and concise documentation and instructions.
- Attends mandatory staff meetings and training as required.
- Provides assistance/back up coverage to other personnel as needed/requested.
- Accuracy and attention to detail are a must.
- May be required to work irregular hours.
- All other duties as assigned.
Language Skills:
- Requires the ability to utilize a wide variety of advisory data and information such as financial statements, technical operating manuals, statutes, procedures, guidelines and routine and non-routine correspondence.
- Ability to write routine and non-routine reports and business correspondence.
- Must have technical writing skills.
- Must write legibly.
Mathematical Skills:
- Requires the ability to perform basic arithmetic, including the ability to calculate using percentages and decimals.
- Requires ability to perform mathematical operations with fractions and percentages and the calculation of descriptive statistics.
Computer Skills:
- Must be proficient in Microsoft Word, Excel, Power Point and Access. Requires the ability to develop data reports and presentations utilizing data visualization skills.
Reasoning Ability:
- Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable or verifiable criteria.
- Requires the ability to apply and carryout instructions furnished in written or oral form.
- Requires the ability to independently problem solve.
Physical Demands:
- Tasks involve the ability to exert light physical effort, to include the ability to walk (to include up and down multiple flights of stairs), stoop, bend, kneel, use hands, move objects, reach, and push and pull on a regular basis.
- Tasks may require the employee to occasionally lift, carry, push and/or pull objects weighing from five to ten pounds.
- Frequently requires using hands and fingers to operate computer keyboards and office equipment.
- Must be able to hear and also talk in a clear and concise manner.
- Tasks may involve extended periods of time at a keyboard or workstation.
Work Environment:
- Tasks are regularly performed in safe and comfortable surroundings without exposure to adverse environmental conditions.
