    SCOPE OF POSITION:

    Provide statistical support for the development of measurement/re-measurement techniques, data analysis and reporting of quality improvement projects, surveys and HEDIS needs. Assist in the coordination of data activities for specific projects and assure compliance with established protocols and contractual requirements. Works under the general supervision of Supervisor or Manager. Support the organization’s mission, vision, and values by exhibiting the following behaviors: Honesty, Excellence Accountability, Respect and Teamwork.

    ESSENTIAL JOB FUNCTIONS:

    • Act as lead analyst on assigned projects.
    • Demonstrate knowledge and experience with all functions related to Data Scientist I.
    • Develop and write suitable data sampling frames to meet project goals and objectives.
    • Download/export data from large data sets/databases and generate SAS code to edit data for accuracy and completeness.
    • Demonstrate understanding and appropriate use of commonly used concepts, practices, and procedures related to program evaluation.
    • Manipulate data and conduct data analysis using SAS statistical package or geospatial software; transfer data into formats conducive to appropriate analyses.
    • Interpret, summarize and document results from statistical analyses
    • Produce graphs, charts and other visual representations of data.
    • Prepare summary reports of analysis for presentation to internal and external clients.
    • Present findings and demonstrate projects at local, state, and national conferences.
    • Ensure projects follow AFMC and/or certified survey protocol in terms of abstract design, data collection, statistical analysis and contractual requirements.
    • Ensure project methodologies are written or updates as needed to accomplish project goals and objectives.
    • Produce overall analysis plans with detailed specifications for analysis files, consistency checks, tables, and figures.
    • Communicate effectively and collaborate with internal and external clients regarding statistical analysis issues and project development.
    • Assist with data entry, data verification, verification of results and database maintenance as required or directed.
    • Write comprehensive reports containing statistical results and interpretations, adhering to format, content and style guidelines, giving consideration to usability and ensuring accuracy, consistency, and quality.
    • Conduct workshops, seminars and staff training as needed.
    • Follow AFMC, state and federal protocols regarding data confidentiality/security and HIPAA compliance.
    • Additional duties as assigned.

    • Intermediate skill level with MS Office (Word, Excel, Outlook and PowerPoint).

    Physical and Sensory Requirements (With or Without the Aid of Mechanical Devices):

    EDUCATION:
    Required: Bachelor’s degree in computer science, mathematics, statistics or related field. Base SAS certification or equivalent certification. 1
    Desirable: Masters in statistics or related field.



    EXPERIENCE:
    Required: Must have 3 years’ experience in statistical analysis including writing SAS programs, data manipulation, model estimation and model evaluation. 3 years’ experience in one of the following: SAS, REDCap, HEDIS, ArcGIS, or Administrative Claims.


    INTERNET REQUIREMENTS:
    Reliable, high-speed wireless internet service (Wi-Fi)


    1- Two (2) years SAS program, REDCap, or ArcGIS experience may be substituted for the Base SAS Certification. If experience is substituted it is in addition to stated requirements.
