Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. Substitution:
1) A Bachelor's degree in Computer Science or MIS from a regionally-accredited four year college or university may be substituted for six months of experience in the analysis of operating practices, methods, and procedures.
 2) A Master's degree in Computer Science or MIS from a regionally-accredited four year college or university may be substituted for one year of experience in the analysis of operating practices, methods, and procedures.
 
There is NO substitution for the one year of experience which shall have involved the conduct of feasibility studies and the analysis and design of systems for the electronic processing of data or for the six months of experience in database management.
