Position Summary:
SUNY Ulster County Community College, a two-year branch of the State University of New York located ninety miles north of New York City in the Catskill Mountains, is currently accepting applications for a Dean of Human Resources.
The Dean of Human Resources, under the supervision of the Vice President for Administration and Finance, will assist in the development of policies and procedures related to Human Resources and Payroll. This position will be part of a team involved in the development, implementation, and monitoring of the College’s annual budget and will provide assistance and oversight to various departments under the direction of the Vice President for Administration and Finance; and additional project-based initiatives for the division. In the absence of the Vice President for Administration and Finance, the Dean of Human Resources shall assume his/her responsibilities.
Duties and Responsibilities:
- Assist the Vice President for Administration and Finance in the development, implementation and monitoring of the annual operating budget
- Responsible for the oversight of the Human Resources department and payroll operations. Develop and deploy a position control system
- Manage and develop integration of an employee resource management system to ensure accurate employee records are maintained at all times
- Oversee the management of compensation and employee benefits, including retiree health benefits
- Ensure compliance with employment, benefits, insurance, safety, and other laws, regulations, and requirements
- Provide guidance and leadership to the Human Resources and Payroll Team and assist with the resolution of human resources, compensation, and benefits concerns and/or issues
- Develop, implement, and maintain policies and procedures related to Human Resources and Payroll, and other operational departments under the supervision of the Vice President for Administration and Finance
- Supervise and coordinate the College’s compliance with federal and state laws concerning gender-based discrimination, sexual harassment, sexual assault, intimate partner violence, and stalking, including Title IX and Affirmative Action
- Conduct and provide guidance and support with internal investigations
- Maintain knowledge of laws, regulations and best practices in employment law, Human Resources, and Talent Management
- Oversee college-wide training, programming, and outreach for the purpose of preventing gender-based misconduct, including sexual harassment and assault, and educating the community on reporting options, procedures, rights and resources
- Work collaboratively with various offices and departments, students, faculty, and staff to ensure informed and consistent communication around policy implementation
- Complete administrative and fiscal projects and analysis as assigned
- Participate in labor relations and contract negotiations
- Provide guidance and assistance with EEO and other HR mandatory reporting
- Serve as fiscal and administrative liaison to various committees as assigned
- Participate in long range and strategic planning
- Performs other duties as assigned
Minimum Qualifications:
- Bachelor’s Degree.
- Five years of experience overseeing management and planning in human resources, payroll, or related field.
- Demonstrated ability to lead and manage a wide variety of responsibilities in multiple functional areas in a fast paced, dynamic organization.
- Strong organizational skills and ability to prioritize multiple and often competing demands under deadline pressure.
- Ability to develop operating procedures with sound internal controls

- Commitment to community college goals and objectives of providing quality programs and services for culturally, socio-economically, ethnically, and academically diverse students and students with disabilities; personal qualities to work effectively and with sensitivity in a multicultural environment; awareness of and commitment to the needs of non-traditional and/or re-entry students with diverse abilities and interests
Preferred Qualifications
- Master’s Degree in Human Resources or related field
- Experience in governmental operations or higher education administration.
- Experience with collective bargaining and labor relations
- Experience in financial management, including budgeting, and capital project development
- Human Resources Certification
- Experience in County processes and procedures.
Salary:
An initial starting salary of $94,300 - $99,500 will be commensurate with education, training, and experience per academic year with an excellent benefits package. This position is contingent upon adequate funding.
