This position is located in the Office of the Deputy Mayor for Education, Workforce Investment Council WIC). The Program Analyst will be responsible for supporting the launch of workforce development programs, including training and business engagement related grants and activities, which will include conducting research and analyzing labor market and workforce training information; providing support for engagement with employers, education and training providers, including coordination and facilitation of meetings; work in collaboration with the operations team to manage oversight, technical assistance, and support for grantees; and other activities needed to develop, implement, and evaluate workforce development strategies and programs. The Program Analyst reports to the Associate Director of Business Engagement.
Duties and Responsibilities
Works in collaboration with WIC and partner agency staff, external partners, and WIC grantees to develop and implement the work of the WIC. Ensures strong and effective relationships with key internal and external partners. Conducts a variety of studies and analyses with regard to assigned projects, including analysis of relevant labor market information, job training programs, and research into best practices in workforce development and adult education. Correlates and analyzes facts to draw conclusions and provides meaningful recommendations to the supervisor. Supports the development, implementation, and oversight of new workforce business engagement and training grant programs.

Qualifications and Education
Specialized experience is experience that has equipped the candidate with the skills and knowledge to successfully perform the duties of the position and includes work directly related to the goals, methods, principles, and practices of job training, development, and/or placement programs, activities, and operations. To be creditable, the incumbent must have at least one (1) year of specialized experience equivalent to the next lower grade 11 level. Candidates will have thorough knowledge of current issues, concepts, and practices related to workforce development, economic development, and/or public policy. Candidates will have strong problem solving and project management skills, be able to communicate effectively, orally and in writing, and through automated tools to prepare and present reports and make recommendations and overviews based on final analysis. Candidates will be comfortable with ambiguity and able to deliver high-quality work products under tight timelines.

Salary Range: $80,784 - $103,333 Per Annual, based on funding

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
