Job Description
Position Summary
Manage the design-build general contracting of horizontal development projects in Northern California. This role is responsible for leading a team of field managers & superintendents, project engineers and contracts administrator to value engineer plans, providing costs estimates, offsite purchasing, bid analysis, contracting, leading land development operations to meet division business plan goals including managing project schedules, budgets and cash flows.
Your Key Deliverables
Land Acquisition/Due Diligence:
Interface with team to assist in conceptual planning exercises, preparing initial land development construction costs, schedules and cash flows
Forward Planning :
Review design plans for constructability and identify value engineering opportunities tailored to the specific needs and conditions of the NorCal region.
Prepare and update construction cost estimates and schedules to inform project financial proformas and the business plan updates
Value engineering and exploring alternative or innovative components of infrastructure
Bidding/Contracting:
Assist Land Development Contracts Administration in the preparation and execution of contracts and change orders
Identify and develop relationships with and pre-qualify land development trade partners to ensure a competitive bidding environment
Prepare comprehensive construction bid packages, including bid quantities, scope of work, special conditions, and invitations to bid
Conduct pre-bid meetings, issue bid addendums, and manage the bidding process
Make recommendations for contract awards and assist in the preparation and execution of contracts and contract change orders, with a focus on compliance with NorCal-specific regulations and standards
Prepare and manage the scopes of work and contracts and contract change orders
Identify opportunities to purchase certain materials directly, when appropriate
Land Operations:
Oversee land development construction operations and manage assigned Field Managers to ensure compliance with project budgets, schedules, and quality standards in the NorCal region
Weekly site visits to ensure progress of work, execution by our trade partners, and development of our internal team
Directly manage work on projects when Field Managers may be on vacation or spread too thin across other projects
Review requests for contract change orders as to validity and cost
Interface with Brookfield team to maintain the flow of information to support land development and housing construction schedules
Ensure overall project compliance with the General Construction Permit and project specific SWPPP requirements
Ensure overall project compliance with all regulatory permits related to the project approvals
Ensure that Trade Partners comply with Brookfield and OSHA/CalOSHA Safety regulations
Ensure compliance with project labor agreements and/or prevailing wage requirements utilizing the Department of Industrial Relations web portal
Ensure timely project close out and agency acceptance
Facilitate governmental release of permits and bonds
Finance/Cost Control:
Oversee the preparation of monthly budget updates and work with Brookfield finance team to report project budget and schedule status
Mello Roos, Community Facility District and Assessment District creation, coordination and collaboration with internal and external team on assembling reimbursement packages
Team Leadership:
Responsible for team’s development which includes supervision, training, coaching and performance management
Meet regularly with the field management team to review contract requirements before the start of construction
Hold weekly project team meetings to ensure alignment and progress on key initiatives
Qualifications:
8-10 years of experience in construction of horizontal improvements, land development and construction management
Strong knowledge of the housing business and development process, particularly within the NorCal region
Proven ability to lead a consulting team of engineers, planners, and architects
Bachelor’s degree or higher in a related field
Excellent project management skills with a strong focus on cost control, scheduling, and quality assurance
Strong interpersonal and communication skills, with the ability to manage complex stakeholder relationships
