PURPOSE STATEMENT:

The Director of Business Services for NSSEO oversees the financial operations and strategic planning, ensuring efficient resource allocation to support educational initiatives and maintaining fiscal responsibility across all member districts. The role involves managing budgets, procurement, and optimizing financial systems to facilitate the district's mission of providing quality special education programming while adhering to regulatory standards.


ESSENTIAL FUNCTIONS:

• Prepare a monthly financial report reconciled to the treasurer's cash balance, account analysis report, and quarterly financial report.
• Process state and federal revenue and supervise processing of cash deposits.
• Supervise all billings including student attendance, program tuition and services, transportation and monthly VAC billings.
• Assist in the completion of the annual NSSEO audit and assist auditors throughout the audit process.
• Oversee annual update of the NSSEO asset inventory.
• Assist in the preparation of the NSSEO annual budget with the Assistant Superintendent and NSSEO administration throughout the budget development process.
• Prepare ESY budget and process summer school billings.
• Oversee the IDEA grant for NSSEO and member districts.
• Monitor local, state, and federal grants.
• Prepare annual cost sheets for districts.
• Prepare budget balance distribution per annual audit.
• Maintain update of the annual accounting of building improvements and district ownership of buildings.
• Review and approve monthly disbursement invoices and p-card account codes and descriptions.
• Prepare the NSSEO Foundation monthly and annual financial statements.
• Provide technical assistance to program supervisors and district personnel.
• Assist in state/federal audits when applicable.
• Serve as an administrative coordinator in Infinite Visions for business office functions.
• Provide back-up assistance in all accounting procedures.
• Supervise business office personnel.
• Attend monthly NSSEO Board meetings.
• Participate in NSSEO Committees including the NSSEO Finance Advisory Committee and the Facility Planning Committee.
• Assist with the facilitation of the Food Service Program
• Oversee NSSEO Transportation Services

OTHER FUNCTIONS:

• Assume responsibility for special projects as assigned.
• Facilitate an office atmosphere of service, competence and congeniality.
• Support NSSEO policy, NSSEO and governing board goals and objectives, and The School Code of Illinois.

MINIMUM QUALIFICATIONS:

• College B.A. degree in business/accounting. CSBO certification (or working towards certification) preferred.
• School business office experience.
• Ability to communicate effectively both orally and in writing.
• Proficiency in Microsoft Office including a strong understanding of Excel
