    JOB SUMMARY: The Program Director (PD) is responsive for the day-to-day operations of a 24-hour shelter (for children and youth ages 10-17). The PD works closely with the Lead Case Manager and Lead Clinician to ensure the safe and secure reunifications on a daily basis. The PD provides daily guidance to the Department Lead and Supervisors including Case Management, Clinical, PSA Compliance, Administrative Specialist, Medical. In this role the PD ensures that shelter care services adhere to Michigan Department of Health and Human Services (MDHHS), Office of Refugee Resettlement (ORR) and agency standards. Ensures that front line staff have the resources needed to always provide quality child-friendly services. Must strictly enforce and adhere to ORR’s Zero Tolerance Policy regarding abuse and neglect and all relevant ORR policies and procedures always ensuring the safety of the children and youth.

    ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

    • Serves as the first point of contact for any shelter business or emergencies.
    • Conducts at minimum an annual written assessment of the program’s compliance with MDHHS rules and submits findings along with any corrective action plans to immediate supervisor, ORR project officer, and MDHHS licensing representative.
    • Must ensure that any program corrective action plans are resolved as soon as possible but not more than 30 days always ensuring the safety of the children and youth in care.
    • Must cooperate with unannounced/announced program-wide or department specific monitoring visits conducted by Director of Operations, participate in exit interview to discuss findings and dates for corrective action if needed.
    • Maintain a written evaluation of trends and patterns of all unplanned discharges.
    • Facilitates on-the-job training for Department Leads as needed.
    • Conduct probationary 30 day and annual employee performance evaluations.
    • Ensure intakes, reunification process and medical care provided to youth meet required timeframes as noted in state and federal policies.
    • Serve on a rotating on-call schedule and work a flexible schedule which includes holidays and weekends as needed.
    • Must ensure that daily program activities meet relevant state and federal (ORR) standards.
    • Must ensure compliance with shelter budget and adhere to federal contract requirements when requesting a change in expenditures.
    • Responsible for reporting vacancies and upcoming vacancies to HR/Recruitment Departments to ensure the timely recruitment, hiring and training of staff.
    • Responsible for ensuring the completion of weekly, monthly, quarterly, and annual reports, as needed by state and/or federal contract requirements.
    • Must ensure that staff schedules provide adequate supervision and service coverage for youth coming into care on 24-hour basis 7 days a week.
    • Ensure the development of an on-call rotating program leadership schedule.
    • Ensure the completion of internal monitoring activities for all departments to identify successes and areas needing improvement.
    • Develop professional cooperative relationships with all program employees, contractors, volunteers, ORR Project Officer, Federal Field Staff, and other Stakeholders (such as: Department of Homeland Security, Pro Bono Attorney Services).
    • Serves as the program’s point of contact/liaison for all internal and external stakeholders.
    • Will create and maintain a positive work environment that encourages employee productivity and satisfaction.
    • Ensure that shelter grounds are free from any hazardous materials and child friendly. Report any concerns of risk or safety.
    • Maintain an active and engaged presence in program activities to develop a positive residential environment for youth.
    • Ensure the adopted behavioral management plan for youth is adhered to and supported.
    • Complete performance evaluations at minimum of annually for staff directly in their line of supervision.
    • Identify staff who are having challenges in meeting position requirements and develop Performance Improvement Plans (PIPs) to support positive change.
    • Maintain documentation and create written reprimands as needed due to employee performance issues.
    • Must ensure overall compliance with reporting requirements of any significant incidents (SIRs) to ORR, MDHHS, and to immediate supervisor.
    • Ensure that all administrative tasks are completed timely by Executive Assistant/Administrative Assistant Department, such as: billing, payroll, and monitoring all program communications to ensure information is shared timely to all program staff.
    • Ensure that deliveries and supplies are received and inventoried.
    • Maintain timely communication with the HR Department and immediate supervisor regarding any concerns with benefits, pay, or employee performance. Work with HR in the creation of PIPs and written reprimands.
    • Communicate timely with immediate supervisor to report any concerns with services to youth.
    • Responsible for the coordination of the safe evacuation of youth due to emergency/weather conditions.
    • Work closely with Assistant Program Directors to ensure that they are properly supporting front line staff in keeping with program goals, expectations, MDHHS standards, and Federal (ORR) expectations.
    • Must review and be familiar with contractual requirements for relevant state, and ORR policies and procedures.
    • Will coordinate and attend weekly and/or monthly program meetings.
    • Perform other duties as assigned or requested to support the safe care, supervision, and reunification of youth in care.

    STANDARD REQUIREMENTS:

    • Must be 21 years of age or older to work directly with youth.
    • Must maintain any licensures/certifications during employment and/or obtain within required timeframes, if approved.
    • Ensure completion of On-the-Job Training requirements.
    • Meets dress code/uniform standards; appearance is neat and clean.
    • Complete any training requirements including Managing Aggressive Behavior/NRCYS and CPR/First Aid.
    • Maintains dependable attendance and ability to work a flexible schedule.
    • Assist in the safe evacuation of youth if needed.
    • May need to respond to emergency situations to ensure the safety and security of the youth.
    • Wear an ID badge while on company property or job sites.
    • Recognize the signs of abuse, neglect, exploitation, and provocative behavior. Follow reporting requirements for relevant state and federal contract requirements and document adhering to timeframes.
    • Must maintain confidentiality in all program areas including any information regarding youth.
    • Maintain confidentiality of health care records and information in keeping with HIPAA and Protected Health Information (PHI) requirements.
    • Maintain professional conduct and ensure appropriate respectful interactions during any contact with youth, staff, state licensing representatives, ORR/Federal Field Staff, and other vendors or community members.
    • Adhere to all state and federal laws and regulations.
    • Follow all company policies and procedures. Enforces safety and security standards for students, staff, and visitors.
    • Clear MVR Check.
    • Clear Background Check. Including a national criminal fingerprint background check.
    • Clear drug testing results.
    • Clear Tuberculosis results.
    • In adherence with federal or state contract requirements (as applicable): Proof of COVID Vaccinations and other immunizations (i.e., varicella, measles, mumps, tetanus, Tdap, rubella, Flu, Hepatitis A and B).

    EDUCATION AND EXPERIENCE REQUIREMENTS:

    • Master’s degree in human behavioral science, education, business administration, or public administration from an accredited college or university and 2 years of experience in a childcare 4 institution or child placing agency, or equivalent organization from another state or Canadian province, or
    • Bachelor’s degree with a major in human behavioral science, education, business administration, or public administration from an accredited college or university and 4 years of post-bachelor’s degree experience in a childcare institution or child placing agency or equivalent organization from another state or Canadian province.
    • Proven experience supervising a team in a fast-paced social service environment preferred.
    • Show a history of organizational skills and an ability to communicate accurately and effectively with multiple members of a team.
    • Well organized, highly motivated, excellent communication skills, leadership skills that also display integrity.
    • Proficiency in Microsoft Office. Specifically, Word and Excel.
    • Able to type and use a tablet/iPad, laptop, or desktop is needed to complete daily tasks.
    • Able to work cooperatively with multiple members of a Team including program staff, state licensing personnel, ORR/Federal Field Staff, and other office personnel.
    • Able to think out of the box and take initiative in problem solving is vital.
    • Well organized and highly motivated.
    • Able to maintain a cooperative, respectful, and positive disposition always.

    Salary: $90,000 - $95,000 per year
